To help children's minds to be destroyed to the maximum extent, building a work team with "positive thinking, good business and good service" is the primary premise, and "sincerity" is the fundamental.

Strengthen the cultivation of post thoughts. Conscious action comes from correct understanding. In order to enhance the awareness of the uninsured center staff on the importance of their posts, the center asked each new comrade three questions: 1. Why are there street children? 2. What are the social problems of street children? Third, what do I do in the uninsured center? By asking and discussing questions, every comrade's understanding and understanding of the importance of the central work has been improved.

Select the best and match the strong employees. The rescue management station has few staff, complicated affairs and many emergencies, but each group always insists on assigning the best comrades to the uninsured center. In management, the webmaster of the rescue station is the director of the uninsured center, and the business section chief is mainly engaged in daily rescue; Reasonable distribution of age, mainly young people; Performance assessment in stages, commend and encourage comrades who have outstanding work, and order comrades who are lax in their work to rectify and change their posts. Since the establishment of the center, three comrades with insufficient performance have been transferred to other posts for exchange.

Clear rescue and guardianship responsibilities. Entering the uninsured center is a kind of trust, and it also needs a special post. All comrades in the uninsured center must be familiar with their post responsibilities and supervise each other according to their responsibilities. All the comrades who are not insured in the center should have a clear division of labor, and there should be someone who is responsible for daily life, psychological counseling, culture and education, medical assistance, escort to their hometowns, and file records of street children, so as to make them more professional and service-oriented, and make accountability more clear.

Second, the front desk work is "meticulous" to achieve precise management.

Because of the characteristics of young age, indistinguishability from right and wrong, easy to be used and unclear description, some street children are sent back and come back, and it is not uncommon to wander the streets again, repeatedly consuming limited relief resources. To realize the transformation from extensive rescue to precise management, "carefulness" is the starting point.

Classification and filing of street children. The analysis of 500 street children rescued in recent years shows that although the proportion of street children is less than 1/4, they are the main body of rescue for street minors. In terms of gender, men account for 64.6% and women account for 35.4%; In terms of age, 25.0% are under 7 years old and 58.3% are over 8 years old. From the perspective of outflow areas, most of them come from rural areas, accounting for 68.9%, of which Yunnan, Guizhou, Sichuan and Anhui are the majority, accounting for 76.6%; In terms of academic qualifications, primary school culture is 74.2%, and junior high school culture is 25.8%; On the family side, more than 50% parents have bad relations or divorced, and 34.2% street children have run away from home more than twice. In terms of bad behavior, 22.9% make a living by stealing, cheating, robbing, begging and other illegal and criminal acts. According to the analysis data, the center manages street children according to gender, age and region, which not only improves the pertinence and effectiveness of assistance, but also deals with children in special situations such as repeated assistance in time.

Separate management of street children. In July 2006, according to the requirements of "Basic Standards for Relief and Protection Institutions for Vagrant Minors", the relief and protection of minors were separated from vagrants and beggars, and the management mode of "caring, educating and guiding, and restraining management" was implemented. In April 2007, street children were further separated from minors, and a new management system and working mechanism integrating assistance, protection, guidance, education and escort were established, and a more detailed personal account was established to ensure that every resident child could get the most appropriate assistance.

Third, people-oriented, "love" heals the pain of the soul.

Compared with children in normal families, street children have congenital mental deficiency and personality disorder, and the world in their eyes is complex and unfair. To soothe the young soul, "love" is the foundation.

Adhere to the whole service. In the past, the assistance to street children was mainly temporary, and they were sent back to their places of origin, lacking feedback from every link, especially the follow-up situation. The rescue station is just a temporary shelter. In view of this problem, we insist on focusing on three links, namely, guardianship management, psychological counseling and return visit investigation. Although a lot of work has been added, the whole process of tracking and monitoring of street children is still guaranteed.

Adhere to family management. Although street children have their own misfortunes, the lack of warmth and care is the same. In order to help street children feel at home, the center has established a "one-on-one" family pairing management system. In addition to providing life assistance to street children who come to the station for help, family helpers pay more attention to spiritual and psychological care, actively make friends with them, play games, talk about life and ideals, exchange ideas in conversation and build feelings in participation. When street children leave the center, they are responsible for delivering small gifts and necessary daily necessities on the road. These jobs aim to convey a family message that is respected and cared for. Family-style service touched many street children and their families and left with gratitude.

Adhere to school-style education. How to balance life and study? In July 2007, the first "Sunshine House" flying aid education base was unveiled at Huzhou Rescue Management Station. The base takes the street children in the station as the main service object, takes the cultivation of healthy and stable minds as the main purpose, and adopts the combination of formal teaching and random education to prepare for the successful return of street children to society. By providing practical technical training, make them master a skill; Help them establish a correct outlook on life and values through lively social practice activities such as knowledge contests, life lectures and visits to martyrs' cemeteries.

Fourth, improve the hardware and "enthusiastically" optimize the rescue environment.

Entering Huzhou rescue management station, the most lively place is uninsured center, and the most beautiful place is uninsured center. Enthusiasm is the driving force to create a warm home for street children and optimize the rescue environment.

Invest as much hardware as possible. Although street children are in an extremely weak social position, their curious and active nature is the same. It is the original intention of the uninsured center to make it a first-class rescue park with perfect facilities, complete functions and beautiful environment. Since 2005, the government has invested a little, given charitable assistance and raised a little from the society. For three consecutive years, the emergency room was rebuilt and expanded by 4000㎡, and 3 million yuan was invested in hardware construction. The rebuilt center has an activity area and a rest area, and men and women live separately. Rescue beds 140, and the per capita living area exceeds the national standard. On the basis of the original hardware, the center has also added and improved the "new eight possessions", namely, a good dormitory, a good bathroom, a good clothes drying field, a good canteen, a good cultural activity center, a good study room and a good infirmary.

Expand the function as much as possible. In order to meet the new rescue needs, the center has set up functional areas such as activity room, library, training classroom, film and television hall and patriotism education room. , and added fitness equipment, computers, chess and cards, calligraphy and painting. Every day, this is the most desirable place for street children. In addition, the "Center" has specially set up a psychological counseling room and a medical clinic, equipped with full-time psychological counselors and medical staff to provide psychological counseling and disease prevention for street children according to different situations.

Render in the atmosphere as much as possible. In order to help street children find their lost happiness and feel the atmosphere of home, the center gives full consideration to respecting children's nature in environmental settings and tries its best to render virginity and childlike interest. Advertisements and pictures can be seen everywhere outside the center, and small toys are everywhere in the dormitory. In the dormitory, the age of children is fully considered, and the dormitory is divided according to age and gender. Girls' rooms are decorated with colorful flowers, while boys' rooms are decorated with animal patterns, which implies a strong sense of humanity, home and life.

Fifth, broaden channels and "sincerely" integrate social resources.

Although children's vagrancy is a special social phenomenon, it reflects the main social problems in the social transformation period. Sincerity is the key to taking social responsibility for social problems.

Expand the extension and deepen the connotation. In 2007, in order to further expand the influence of relief and enhance the effect of relief, the "uninsured center" and the resident "Dojo Primary School" were established in pairs. This school is a private school with left-behind children in urban and rural areas, children with family difficulties and orphans and disabled children as its main students. On the one hand, we can use the resources of uninsured centers to help students with difficulties; On the other hand, a few street children can be arranged to study at school. Take advantage of Children's Day, winter and summer vacations, take humanistic care, psychological counseling, hand in hand and other activities to eliminate the psychological state of poverty and street children's isolation and inferiority, establish a confident and upward pursuit of life, and grow up synchronously under the blue sky. In recent years, the center has organized more than 2,000 left-behind poor children to participate in activities, and conducted free physical examinations and donated books for more than 200 left-behind poor children.
