Article 1 In order to prevent and control environmental air pollution, protect and improve environmental air quality, safeguard people's health and promote national economic and social development, these Measures are formulated in accordance with the provisions of relevant laws and regulations and combined with the actual situation of this Municipality. Article 2 These Measures shall apply to the prevention and control of environmental air pollution within the administrative area of this Municipality. Article 3 The municipal and county (city) people's governments shall be responsible for the ambient air quality within their respective jurisdictions.

The municipal environmental protection administrative department shall be responsible for delineating the city's urban ambient air functional zone and the high-pollution fuel no-burn zone in the built-up area. County (city) environmental protection administrative department is responsible for the delineation of the environmental air functional areas in this area. Fourth city, county (city) district environmental protection administrative departments to implement unified supervision and management of the prevention and control of environmental air pollution within their respective jurisdictions.

Public security, transportation, construction, municipal utilities, quality and technical supervision, urban management and law enforcement departments shall, in accordance with their respective responsibilities, do a good job in the prevention and control of environmental air pollution. Article 5 All units and individuals have the obligation to protect the ambient air, and have the right to report and complain to units and individuals that cause environmental air pollution. Article 7 Where pollutants are discharged into the ambient air, the concentration and total amount of pollutants discharged shall not exceed the national and local emission standards and pollutant total control indicators, and sewage charges shall be paid according to regulations. Testing shall be undertaken by the monitoring institutions of environmental protection administrative departments at all levels.

The intact rate, stable operation rate and pollutant removal rate of environmental air pollution prevention and control facilities must meet the design requirements. The decision on the treatment within a time limit shall be made by the competent administrative department of environmental protection at all levels, and the pollutant discharge unit that has been treated within a time limit must complete the treatment task on schedule. Eleventh of the unreasonable layout, causing serious air pollution units, must be relocated in accordance with the requirements of the overall urban construction planning and environmental protection planning.

The technology and equipment listed in the backward production capacity, technology and product catalogue that the state has eliminated within a time limit must be eliminated on schedule. Distributed heating boilers that do not meet the requirements of environmental protection in central heating and combined heating areas must be prohibited from being connected to the grid. Article 14 It is forbidden to burn raw coal in production boilers and various stoves with a capacity of less than 6 tons (excluding 6 tons) in this city.

Fifteenth new boilers and industrial furnaces chimneys, must comply with the relevant provisions of the chimney height.

If the chimney height of boilers and industrial kilns does not meet the specified requirements, the maximum allowable emission concentration of pollutants is 50% of the emission standard value.

Catering and entertainment services must be equipped with lampblack purification facilities that meet the requirements of environmental protection, and special lampblack discharge pipelines must be set up, which must meet the requirements of relevant standards. Sixteenth production, sale and use of briquette sulfur fixation rate must reach more than 50%, dust fixation rate must reach more than 70%. Briquette shall not contain toxic and harmful combustion-supporting or sulfur-fixing additives. The flue gas emitted by burning briquette must meet the national standards. Seventeenth all kinds of boiler furnace operators must go through quality and technical supervision, technical training organized by the environmental protection department and obtain qualification certificates before taking up their posts. Eighteenth emissions of gases and aerosols containing radioactive substances must comply with the relevant provisions of the state, and shall not exceed the standard. Article 19 It is forbidden to pile up coal, fly ash, slag and other powders along the Songhua Lake, on both sides of the Songhua River urban section, on main streets and in residential areas.

Measures must be taken to prevent dust pollution when piling coal, fly ash, slag and other powdery materials in other places other than those specified in the preceding paragraph. When carrying out transportation, loading and unloading, batching and other operations that can emit dust, sealing or other protective measures must be taken. Article 20 Building construction must be enclosed, gradually dismantled by water jet, and distributed with commercial concrete in a centralized way. Construction wastes that are easy to generate dust should be closed and removed in time, and the completed site should be cleaned up.
