Huai' an was first upgraded from Qingjiangpu to Qingjiang, then joined Huaiyin County to Huaiyin City in the north, and then changed to Huai' an City in the south, adding two counties. Huai' an is a big city.

Huai' an is located in the north-central part of Jiangsu Province, east of Jianghuai Plain. Located in the Yangtze River Delta, it is an important central city in northern Jiangsu, a closely-circled city in Nanjing metropolitan area, and the first city in the Huaihe River eco-economic belt. It is located at the intersection of the ancient Huaihe River and the Beijing-Hangzhou Grand Canal, on the "Qinling-Huaihe River" line of China's north-south boundary, and has Hongze Lake, the fourth largest freshwater lake in China. Huai' an has a history of more than 2,2 years. The Qin Dynasty was located in the county, and there is a famous site of "Qingliangang Culture" in the territory. It used to be the hub of grain transportation and the hub of salt transportation, with the Governor's Office of Grain Transportation and the Governor's Office of Jiangnan River. Historically, Huai 'an, together with Suzhou, Hangzhou and Yangzhou, was known as the "four metropolises" along the canal. Huai 'an was once "prosperous because of transportation" and had the reputation of "China Canal Capital". Huai 'an section of the Grand Canal in China was selected as a World Heritage List. Huai' an is located in the core area north of the Yangtze River in Jiangsu Province, adjacent to the coastal waters of the river, and is the main traffic artery from south to north, with unique geographical advantages. It is an important transportation hub in Jiangsu Province and a regional transportation hub in the northern part of the Yangtze River Delta.

Huai' an is the hometown of Premier Zhou Enlai, a great man. Han Xin, a great strategist, Mei Cheng, a great master of Han Fu, Liang Hongyu, the heroine of The Journey to the West, Guan Tianpei, a national hero, and Liu E, the author of Travel Notes of Lao Can, were born in history.

Huai' an has famous red tourist attractions, such as Zhou Enlai's hometown scenic spot, Liu Laozhuang's 82nd Martyrs Cemetery, Huanghuatang New Fourth Army Memorial Hall, Suzhou-Anhui Border Government Former Site Memorial Hall, etc., and ecological tourist attractions, such as the ancient Huaihe River cultural and ecological scenic spot, the Li Canal cultural corridor, the Hongze Lake ancient weir scenic spot, the first mountain national forest park, Qing Yan Park, Jinhu aquatic forest park, etc.
