After consultation between the Jinan Ecological Environment Monitoring Center of Shandong Province and the Municipal Meteorological Department, since December 2021 From the 21st to the early morning of the 24th, the city's meteorological conditions were relatively stable and the conditions for the diffusion of pollutants in the air were poor. It was decided to issue an orange warning for heavy pollution weather at 10:00 on December 21, and launch a Level II emergency response at 12:00 on December 21. . Take the following emergency measures:

1. Emission reduction measures for industrial enterprises: Industrial enterprises shall adopt emission reduction measures such as production restrictions and suspensions and vehicle control in accordance with the latest revised emergency emission reduction list in 2021.

2. Measures to reduce dust pollution: Strengthen the cleaning of urban roads and highways, and appropriately increase the frequency and scope of road mechanical sweeping and watering to reduce dust during non-freezing periods. Strictly supervise and manage dust at construction sites, roads, and stockyards; strengthen dust control measures at various construction sites, exposed floors, and material stockyards, appropriately increase the frequency of watering to reduce dust, and reduce the loading and unloading of material stockyards; stop demolition project construction operations; stop earth and stone excavation Excavation and backfilling, road plowing, etc.); stop cleaning, stacking and loading and unloading of cement, sand, gravel, slag and other easily flying fine particle materials and dusty garbage; stop cutting, spraying, painting, slope protection spraying Indoor and outdoor operations such as slurry and mixing. Stop indoor and outdoor construction operations that are prone to dust pollution in construction, municipal administration, roads, water services, landscaping and other construction projects. Mines, sand and gravel factories, stone factories, slate factories, etc. should stop open-air operations.

During this emergency response to heavy pollution weather, differentiated management and control of further classifications will be implemented for support projects. Support projects are temporarily divided into two categories: A and B. Various types of support projects are not allowed to carry out blasting operations, demolition projects, spray painting, and milling operations. Category B support projects are not allowed to carry out earthwork operations.

3. Measures to reduce pollution from mobile sources: Waste and sand transport vehicles are prohibited within the expressway around the city and in the built-up areas of districts and counties. Transport vehicles that are not equipped with sealing devices and are prone to spillage should be stopped from the road. Units involved in the transportation of bulk raw materials and products, such as mines, coal washing plants, enterprises within the expressway around the city, and logistics parks in built-up areas of various districts and counties, should stop using National IV and below heavy-duty trucks for transportation. Heavy operating trucks, three-wheel vehicles and low-speed trucks that cannot meet the National IV emission standards are fully restricted within the expressway around the city and in the built-up areas of various districts and counties. The use of non-road mobile machinery of National Grade II and below shall be stopped in industrial enterprise factories and industrial parks. Within the expressway around the city and in the built-up areas of various districts and counties, construction machinery using diesel as fuel will be stopped from use, except for those that have been registered with the environmental protection code of non-road mobile machinery as National III or above.

4. Suggested pollution reduction measures: Encourage the public to travel green and try to travel by bicycle, public transport or electric vehicle. To advocate green consumption by the public, units and the public should try to reduce the use of paints, paints, solvents and other raw materials and products containing volatile organic compounds. Enterprises and institutions are encouraged to adopt flexible working systems such as compensated days off, staggered get off work hours, and telecommuting during emergency response periods.

5. Health protection measures: Children, the elderly and patients with respiratory, cardiovascular and cerebrovascular diseases and other chronic diseases should stay indoors as much as possible and avoid outdoor activities. The general population should reduce or avoid outdoor activities; personnel working outdoors, on duty, operating, and activities should take necessary protective measures. Municipal, district and county education authorities may organize primary and secondary schools and kindergartens to suspend outdoor classes and activities based on local air quality conditions. Medical and health institutions should strengthen medical guidance and diagnosis and treatment guarantees for patients with respiratory diseases. Stop holding large-scale mass outdoor events.
