Regulations of Chengdu Municipality on the Administration of Geographical Names

Chapter I General Provisions Article 1 In order to strengthen the administration of geographical names, realize the standardization and normalization of geographical names, facilitate the production and life of urban and rural residents, and meet the needs of economic and social development and foreign exchanges, these Regulations are formulated in accordance with the Regulations of the State Council on the Administration of Geographical Names and relevant laws and regulations, and in light of the actual situation in Chengdu. Article 2 These Regulations shall apply to the naming, renaming, cancellation, use, sign setting and related management activities of local names within the administrative area of this Municipality. Article 3 The management of place names shall respect the local history and present situation, highlight the historical and cultural characteristics, reflect the characteristics of the times, keep the place names relatively stable, and adhere to the principles of humanity, foresight, integrity, popularity and exclusiveness. Article 4 The names mentioned in these Regulations include:

(1) Names of natural geographical entities such as mountains, rivers, lakes and wetlands;

(two) the names of administrative regions such as districts (cities), counties and townships (towns) and the names of the areas under the jurisdiction of the agencies of the people's governments of districts (cities) and counties, as well as the names of villages, communities and districts;

(3) Names of highways, urban roads, bridges, tunnels and rail transit stations;

(4) Names of urban public spaces such as urban parks and large public squares;

(5) Names of large buildings (groups) such as houses, shopping malls, office buildings and hotels;

(6) Door (building) plate;

(7) Names with geographical names used by professional departments such as highways, railways, airports, railway stations, long-distance bus stations, freight hubs, docks, reservoirs, places of interest, memorial sites and tourist attractions;

(eight) other names with the meaning of geographical names. Article 5 The civil affairs department is the administrative department in charge of place name management, and is responsible for the place name management within its administrative area.

The public security organs shall be responsible for the establishment, maintenance and management of place name signs.

Development and reform, finance, land, construction, planning, housing management, urban management, transportation, water affairs, forestry and gardens, culture, industry and commerce, archives and other administrative departments. Should be within the scope of their respective duties, jointly carry out the relevant work of place name management. Sixth city and district (city) county name management and place name sign setting funds should be included in the fiscal budget at the same level. Chapter II Naming, Renaming and Cancellation of Geographical Names Article 7 The municipal civil affairs department shall, jointly with the relevant administrative departments of land, construction, planning, transportation, water affairs, forestry and gardens, formulate the overall planning of geographical names in this Municipality. The overall planning of place names shall be submitted to the Municipal People's Government for approval before it can be organized and implemented.

Without legal procedures, the overall planning of geographical names shall not be revised.

The planning scheme of geographical names zoning in the central city of this Municipality shall be compiled by the municipal civil affairs department in conjunction with the relevant administrative departments and the local people's government according to the overall planning of geographical names. The planning scheme of geographical names division in other areas shall be organized by the local district (city) county people's government and reported to the municipal civil affairs department for the record.

The planning scheme for naming urban rail transit stations shall be prepared simultaneously by the municipal civil affairs department in conjunction with the municipal urban and rural planning department and the rail transit construction management unit according to the overall planning of place names. Article 8 The naming of place names shall conform to the requirements of the overall planning of place names, reflect the local historical, cultural and geographical characteristics, and meet the following requirements:

(1) It is forbidden to use words that are detrimental to national sovereignty, national dignity and territorial integrity, and words that are discriminatory to ethnic groups, and words that violate social public order and good customs;

(2) It is forbidden to name urban public facilities such as roads, bridges, tunnels and rail stations with foreign place names, domestic and foreign enterprise names, product names and trademarks;

(3) Prohibiting paid naming of place names;

(four) the names of townships (towns), sub-district offices and important natural geographical entities within the scope of this Municipality shall not be duplicated, and homophones shall be avoided; The names of urban roads, buildings, villages and communities in urban centers or other regional administrative divisions shall not be duplicated, and homophones shall be avoided;

(5) Place names are composed of proper names and generic names, where proper names reflect the exclusive attributes of place names and generic names reflect the category attributes of place names, and proper noun phrases or generic noun groups may not be used as place names alone;

(6) Generic names of place names should truly reflect the attribute categories of their entities, and generic names of buildings should have corresponding land area, total construction area, height and green rate;

(seven) derived names should be coordinated with the main names; Units whose names contain the names of administrative districts, administrative districts or roads of this Municipality shall be located in the administrative districts, administrative districts or along roads;

(8) The naming of place names shall conform to the provisions of the Law of People's Republic of China (PRC) on Common Languages and Characters, and foreign languages, traditional Chinese characters, variant characters, self-made words and punctuation marks shall not be used, avoiding the use of polyphonic words, uncommon words and ambiguous words. Article 9 The naming and renaming of place names shall solicit opinions from all walks of life, experts and scholars and local residents. The naming and renaming of urban expressways, main roads, large bridges, squares and other important entities and the list of historical place names protection shall be organized and demonstrated. The naming and renaming of tenth place names shall be handled in accordance with the following procedures:

(a) the naming and renaming of administrative areas shall be handled in accordance with the procedures prescribed by the state.

(II) Naming of physical geographical entities within districts (cities) and counties, citizens, legal persons or other organizations may put forward suggestions on naming related place names, which shall be accepted and declared by township people's governments and subdistrict offices, and submitted to the district (city) and county people's governments for examination and approval after being audited and organized by the district (city) and county civil affairs departments, and reported to the municipal civil affairs departments for the record. Involving more than two districts (cities) and counties, the opinions of the relevant district (city) and county civil affairs departments shall be submitted to the Municipal People's Government for examination and approval after being audited and organized by the municipal civil affairs department.

(three) the naming of urban roads [including cross-regional (city) county roads], bridges and tunnels in the central city of this Municipality. Before the construction task is issued, the municipal construction administrative department shall apply to the municipal civil affairs department for naming, and report to the Municipal People's government for approval according to the prescribed procedures. Other investors to build the project by the project investors to the local civil affairs department for naming, in accordance with the provisions of the procedures reported to the municipal civil affairs department for approval and then reported to the Municipal People's government. The naming of urban roads, bridges and tunnels in other areas shall be examined and approved by the local people's government in accordance with the prescribed procedures after the municipal civil affairs department has unified and coordinated the planning of place names across districts (cities) and counties. Other urban roads, bridges and tunnels shall be examined and approved by the local people's government in accordance with the prescribed procedures.

(4) Naming of parks, large squares, lakes and rivers. , by the relevant administrative departments to apply to the local civil affairs department, by accepting the application of the civil affairs department in accordance with the prescribed procedures reported to the people's government at the same level for approval.

(five) the naming of urban rail transit stations shall be applied to the municipal civil affairs department by the rail transit construction management unit according to the site naming planning scheme, and shall be reported to the Municipal People's government for approval in accordance with the prescribed procedures.

(six) residential, shopping malls, office buildings, hotels and other large buildings (groups), should be in accordance with the law before the construction of the building name filing procedures. When the competent department of urban and rural planning issues the planning permission of the construction project, it shall inform the project owner to go through the formalities of building name filing with the civil affairs department; The construction administrative department shall, when issuing the construction permit of the construction project, review the building name filing documents obtained by the project owner. The name of the building in the central city of this Municipality shall be reported to the municipal civil affairs department for the record, and the name of the building in other areas shall be reported to the local (city) county civil affairs department for the record.

(seven) the naming of rural roads by the district (city) county administrative department of transportation to the civil affairs department at the same level to apply for naming, the civil affairs department after the audit report to the people's government at the same level for approval.

(8) Names with toponymic significance used by professional departments such as highways, railways, airports, railway stations, long-distance bus stations, freight hubs, docks, historical sites, memorial sites and tourist attractions shall be implemented in accordance with the naming provisions of relevant laws and regulations.

The renaming and cancellation of place names should be handled in strict accordance with the same examination and approval procedures as the naming of place names.
