In order to speed up the structural adjustment of the printing and dyeing industry, and promote energy conservation, emission reduction and sustainable development of the industry, according to relevant national laws, regulations and industrial policies, the access conditions of the printing and dyeing industry issued in 28 are revised. (a) the relevant departments of all provinces, autonomous regions and municipalities directly under the central government should scientifically plan the development of printing and dyeing industry according to the resources, energy situation and market demand. New construction or renovation and expansion of printing and dyeing projects must conform to the national industrial planning and industrial policies, and meet the requirements of local ecological environment planning and overall land use planning.
(2) No new printing and dyeing projects shall be built within the specified range beyond the boundaries of scenic spots, nature reserves, drinking water protection areas and major rivers specified by the State Council, relevant state departments and people's governments at the provincial (autonomous regions and municipalities directly under the Central Government) level; Printing and dyeing production enterprises that have been put into production and operation in the above-mentioned areas shall, according to the needs of regional planning and ecological environment protection, withdraw within a time limit by means of closure, relocation and production conversion according to law.
(3) In principle, no new printing and dyeing projects shall be built in areas with water shortage or poor water quality. In areas lacking environmental capacity, it is necessary to restrict the development of printing and dyeing projects, and new or expanded projects should be combined with the elimination of backward production capacity in the region. Enterprises outside the industrial park should gradually move into the park, rebuild and expand projects in situ, and shall not increase pollutant emissions. (a) the new or expanded printing and dyeing projects should adopt advanced technology and equipment with low pollution intensity, energy saving and environmental protection, and the main equipment parameters should be detected online and automatically controlled. It is forbidden to use backward production processes and equipment listed in the Catalogue for the Guidance of Industrial Structure Adjustment, and it is forbidden to use second-hand pretreatment and dyeing equipment that has a service life of more than 5 years and fails to meet the requirements of energy conservation and environmental protection. The overall level of newly built or expanded printing and dyeing production lines should be close to or reach the international advanced level [Design and construction of printing and dyeing projects for cotton, chemical fiber and blended woven fabrics should implement the Code for Design of Printing and Dyeing Plants (GB5426-27)].
(2) High-efficiency, energy-saving and low-consumption continuous processing equipment and technology should be given priority in new construction or expansion of printing and dyeing projects; Continuous water washing device requires good sealing, and is equipped with countercurrent, efficient rinsing and heat energy recovery devices; The bath ratio of batch dyeing equipment should meet the technological requirements below 1: 8; The tentering and setting equipment should have on-line measurement and control devices for main process parameters such as temperature and humidity, exhaust gas purification and waste heat recovery devices, and the temperature difference between the outer surface of the box insulation board and the environment should not be greater than 15℃.
(3) Existing printing and dyeing enterprises should intensify technological transformation, and gradually eliminate pretreatment equipment, hot air tentering and setting equipment and batch dyeing equipment with bath ratio greater than 1: 1, and eliminate backward processes with long process, high energy consumption and heavy pollution. Support the use of advanced technology to upgrade the technological level of existing equipment. Any enterprise with backward production technology and equipment must be combined with the elimination of backwardness before it can be allowed to rebuild and expand. (a) printing and dyeing enterprises should develop and produce products with low consumption, low pollution and meeting market demand, and encourage the use of new technologies, new processes, new equipment and new materials to develop textile products with independent intellectual property rights and high added value. Product quality should meet the requirements of national or industry standards, and the qualified product rate should reach over 95%.
(2) printing and dyeing enterprises should implement three-level energy and water metering management, set up special institutions or personnel to supervise energy, water intake and sewage discharge, and establish management assessment system and data statistics system.
(3) printing and dyeing enterprises should strengthen management and improve enterprise management system. Encourage enterprises to carry out quality, environment and occupational health management system certification, and support enterprises to adopt information management means to improve the efficiency and level of enterprise management. (1) The energy consumption per unit product and fresh water intake of newly-built or renovated printing and dyeing projects shall meet the specified requirements (see Annex 1 for details).
(2) Existing printing and dyeing enterprises should speed up technological transformation, and the energy consumption per unit product and fresh water intake should meet the specified requirements (see Table 2 for details). (1) The environmental protection facilities of newly-built or renovated printing and dyeing projects shall be designed and constructed in accordance with the requirements of Code for Environmental Protection Design of Textile Industry Enterprises (GB5425-27), and the "three simultaneities" system shall be implemented in which environmental protection facilities are designed, constructed and put into operation simultaneously with the main project. In principle, printing and dyeing wastewater should be treated by itself or connected to centralized industrial wastewater treatment facilities, and it is not allowed to access urban sewage treatment system. If it is really necessary to access urban sewage treatment system, it must be reported to the competent department of urban sewage treatment industry for full demonstration and obtain the Urban Drainage Permit before access. Printing and dyeing enterprises connected to the urban sewage treatment system should meet the requirements of centralized wastewater treatment plants or the Water Quality Standard for Sewage Discharged into Urban Sewers. The wastewater discharged by printing and dyeing enterprises directly into the water body must meet the control requirements of the national and local textile dyeing and finishing industry water pollutant discharge standards. It is necessary to adopt an efficient and energy-saving sludge treatment process to realize sludge recycling and harmless treatment.
(2) Existing printing and dyeing enterprises should have the conditions to treat wastewater and solid waste, strengthen the analysis and monitoring of water quality in wastewater treatment and operation, comprehensively treat wastewater and solid waste, and implement online monitoring of wastewater discharge. Enterprises whose wastewater treatment facilities cannot operate normally and whose wastewater discharge is not up to standard shall not continue to engage in production activities if they still fail to meet the standard after rectification within a time limit by relevant departments.
(3) printing and dyeing enterprises should choose the grey cloth with biodegradable (or easily recyclable) size according to the principles of environmental friendliness and comprehensive utilization of resources; Use eco-friendly dyes and high-performance auxiliaries with high dye uptake; Improve cooling water, condensed water and waste heat recovery devices; The mercerizing process must be equipped with alkali liquor automatic control and light alkali recovery device; The production drainage shall be separated, treated and reused by quality, and the water reuse rate shall reach more than 35%.
(4) printing and dyeing enterprises should adopt sustainable cleaner production technology, improve resource utilization efficiency, and control pollutant production from the source of production. Printing and dyeing enterprises should regularly carry out cleaner production audits according to law, carry out energy audits in accordance with relevant regulations, and continuously improve the cleaner production level of enterprises. (1) The newly-built or renovated printing and dyeing project shall build safety production facilities in accordance with the requirements of the Safety Design Standard for Textile Industry Enterprises, and conduct safety pre-evaluation and completion acceptance of safety facilities in accordance with relevant national regulations and requirements to ensure that safety facilities are designed, constructed and put into production and use simultaneously with the main project.
(2) encourage printing and dyeing enterprises to protect the rights and interests of workers and consumers and fulfill their social responsibilities in accordance with the requirements of the Social Responsibility Management System for Textile Enterprises (CSC9-T). (a) the new construction, renovation and expansion of printing and dyeing projects must meet the access conditions. The management of project investment filing, project construction, land supply, EIA approval, safety permit and credit financing shall be based on these access conditions. New construction, renovation and expansion projects should be filed in provincial investment or industrial management departments. The environmental impact assessment report of the project shall be submitted to the competent department of environmental protection at the provincial level for examination and approval after the preliminary examination opinions are put forward by the provincial industrial management department.
(2) Management departments of investment, industry, land and resources, environmental protection, housing and urban and rural construction, safety supervision, etc. should strengthen the supervision and inspection of newly built, renovated and expanded printing and dyeing projects according to law, and those who do not meet the requirements for access shall not go through relevant licensing procedures. The newly-built or renovated printing and dyeing projects can only be produced and operated after they meet the access conditions and go through the relevant licensing procedures. For those who violate the regulations, the relevant departments shall order them to make corrections in time and deal with them severely according to law.
(3) industrial management departments at all levels should strengthen the management of the printing and dyeing industry, urge existing enterprises to speed up technological transformation, speed up the elimination of backward production capacity and standardize the management of enterprises in accordance with the requirements of access conditions. According to the application of the enterprise and verified by the provincial industrial management department, the state industrial management department makes regular announcements to the printing and dyeing enterprises that meet the access conditions.
(4) The relevant industry associations should publicize the national industrial policies, strengthen industry guidance and self-discipline, promote the technological progress of the printing and dyeing industry, and assist the relevant government departments to do a good job in industry supervision and management. (1) The access conditions are applicable to printing and dyeing enterprises of various ownership in the People's Republic of China and China (except Hong Kong, Macao and Taiwan), enterprises with printing and dyeing capabilities such as cotton textile, wool textile, linen textile, silk, yarn-dyed and knitting.
(2) If the standards or data adopted in these access conditions are revised, their provisions shall prevail.
