Notice on Redefining the Prohibited Area of High Emission Non-road Mobile Machinery

In order to further strengthen the prevention and control of pollution from mobile sources and continuously improve the quality of atmospheric environment, according to the People's Republic of China (PRC) Air Pollution Prevention Law, Hebei Province Regulations on Prevention and Control of Pollution from Motor Vehicles and Off-road Mobile Machinery, Diesel Truck Pollution Prevention Action Plan, Tangshan City Provisions on Prevention and Control of Air Pollution, and other relevant requirements, the restricted areas of high-emission off-road mobile machinery are re-demarcated. The relevant matters are hereby notified as follows:

First, the scope of the restricted area.

Dongshan Road-Lin Yin Road-Jin Feng Highway North Ring Section-1 12 National Highway West Ring Section-South Ring Section encirclement area.

There are Fengrunnan Railway Freight Yard, Dougezhuang Railway Freight Yard, Tangshan North Railway Freight Yard, Yinchengpu Railway Freight Yard and Cuimazhuang Railway Freight Yard in the factory boundary area.

Two. Scope of high-emission non-road mobile machinery The high-emission non-road mobile machinery in this notice refers to construction machinery such as excavators, loaders, bulldozers, forklifts, diesel generators, etc., which cannot meet the national emission standards of Grade III and above.

Three. Control measures in prohibited areas

It is forbidden to use high-emission off-road mobile machinery in the no-go area, and the construction machinery used in the no-go area should meet the emission standards.

The construction machinery in the forbidden area must use vehicle diesel that meets the national six standards.

Land transportation, housing construction, water conservancy, urban management and other departments should strengthen publicity and supervision, and urge all people or users to register the non-road mobile machinery in the information management platform of the Ministry of Ecology and Environment.

Non-road mobile machinery used in emergency rescue projects is not restricted by the above-mentioned use areas.

Four, in violation of the provisions of this notice, non road mobile machinery, by the Ministry of Ecology and Environment in accordance with the relevant provisions of the prevention and control of air pollution punishment.

Five, this notice shall come into force as of June, 2022 1 day, and the original "Notice of the People's Government of Fengrun District of Tangshan City on Redefining the No-go Zone for High Emission Non-road Mobile Machinery" shall be abolished at the same time.
