Li Suzhi and the "group of people" of the hospital's party committee decided to issue free medical certificates to those in need. As long as they have this certificate, they will have the green light to see a doctor. The General Hospital has issued more than 7,500 "free medical certificates" to people in Nyangre Township, children in Lhasa's SOS International Children's Village, monks and nuns in Sera Monastery and other temples, and farmers and herdsmen in remote areas, making it easier for the people to seek medical treatment. Medical expenses were waived for people who were in special difficulties. Li Suzhi not only waived all expenses, but also mobilized medical staff to donate travel expenses and living expenses for them. After overcoming congenital heart disease, he successfully performed nearly 500 heart surgeries for people of all ethnic groups for free, with a free amount of more than 20 million yuan.
As for free medical care, Li Suzhi once calculated: “We ourselves have to bear millions for free medical care alone a year. But this is the glorious tradition of the people’s army, and tens of millions of dollars cannot buy it. The love between Tibet and Han cannot be bought by the military and local people."
