In order to improve the efficiency of marriage registration, the Civil Affairs Bureau built a new marriage registration hall, equipped with * * computers, and publicized the registration procedures, which greatly improved the efficiency of marriage registration and was widely welcomed by the masses. In terms of funeral services, the Civil Affairs Bureau took the initiative to reduce the charging items and standards, exempting the "delay fee" and other additional fees approved by the price department, and all the service fees for corpse transportation were implemented according to the minimum standards, thus reducing the economic burden for bereaved families. Among the registration fees of non-governmental organizations, rural professional economic associations were given a "green light" and registered for free.

The fourth is to highlight key points and strictly implement the accountability system. Accountability is the key link to implement the responsibility system for building a clean and honest government. Since the beginning of this year, the Civil Affairs Bureau has conscientiously implemented the responsibility system for building a clean and honest party style for members of the leading bodies, and determined the key points of accountability in view of the outstanding problems in building a clean and honest party style. In terms of building a clean and honest government, the unit, in combination with democratic appraisal activities, focused on the democratic appraisal of the masses and the reception of letters and visits, and clearly stipulated that if it was reported by the masses for X times or more during the year, all the qualifications for appraising first and then were cancelled. If the circumstances are serious, disciplinary action will be given according to regulations. Through rectification, the Civil Affairs Bureau has formed a strong joint force of building a clean and honest party style and anti-corruption work. Everyone can perform their duties, and leadership, responsibilities and work measures are in place. There is no bad phenomenon of perfunctory and not conscientiously implementing the responsibility system for building a clean and honest party style.

Fifth, self-examination and self-correction, honesty and self-discipline. In accordance with the relevant provisions on building a clean and honest party style, the members of the bureau team conscientiously carry out self-examination in accordance with the requirements of honesty and self-discipline and "two governance", conscientiously implement the "Twelve Articles" of the provincial party committee and the "Ten Banners" of the municipal party committee, and will never tolerate any problems. For individual comrades who violate the "Ten Prohibitions", the party group ordered relevant comrades to write a written examination and make a review at the Democratic Life Meeting and the general party membership meeting. At the same time, we have tracked and inspected the use and distribution of civil affairs fees in the whole region, ensuring that these funds and materials are approved and distributed in strict accordance with the requirements of superiors, with accurate distribution targets, no detention, no interception and no favoritism to relatives and friends. Through the solid and effective work of building a clean and honest government, the party group of the Civil Affairs Bureau has further improved the awareness of honesty and self-discipline of all cadres and workers. There were no serious cases of violation of discipline and law throughout the year, and comrades' ideological understanding and work style were further improved.

In the future work, we should conscientiously study and implement the spirit of the speeches of leading comrades of the Central, Provincial and Municipal Commission for Discipline Inspection, give full play to the exemplary leading role of leading cadres in party member, and fully implement the responsibility system for building a clean and honest party style. At the same time, in accordance with the deployment of the district Committee, we should continue to consciously accept the supervision of the higher-level party organizations and the masses inside and outside the party in practical work, make overall plans and work hard, successfully complete the tasks of building a clean and honest party style and preventing job-related crimes, and push the civil affairs work in our district to a new level.

Problems and shortcomings in the work of intransitive verbs

Although we made some achievements in 2007, our Civil Affairs Bureau team also clearly realized that there are still some problems and deficiencies in our actual work, and there is still a certain gap with the requirements of superiors and the expectations of the people.

The first is the resettlement of retired soldiers. Although the Civil Affairs Bureau preached policies to urban veterans one by one, only * *% of them were willing to find their own jobs. This year, it is very difficult to reach * *%. The reason is that our region is a large agricultural region and a large population region with poor economic conditions and no large state-owned enterprises. There are many retired soldiers in cities and towns, and there are few resettlement posts, so it is difficult to implement the posts. In particular, there is still a big gap in the understanding of most veterans, who are unwilling to go to private enterprises for employment. In 2006, the self-employment subsidy funds allocated by the higher authorities to our district were carried forward to this year, and were not distributed until the end of the month.

Second, the centralized support rate of rural five-guarantee households has been delayed, which is far from the goal of * *%. The subjective reason is that the township office thinks it is easy to build a nursing home, but it is difficult for five-guarantee households to provide for the elderly, and they are unwilling to pay more five-guarantee funds. The objective reason is that the residents of nursing homes are worried about the medical expenses of serious illness, which delays the centralized support rate.

Third, the investment in community infrastructure is not enough, and the treatment of staff is not high. There are X communities that just hang up their brands and do not operate normally. Because this work involves a wide range, the civil affairs department alone cannot effectively promote this work.

Fourth, the funeral reform in our district ranks third from the bottom in the city, and the cremation rate this year is only * *%, basically returning to the level before cremation in the whole region in * *. The objective reason is that the supervision of the Civil Affairs Bureau is weak and lax, but the main body of the funeral reform work is the township office, which leads to practical problems such as increasing the burden on the masses, arbitrary fines, and stealing funerals.

These problems and deficiencies need to be further implemented and strengthened in our future work.

For the civil affairs work in 2008, at present, our civil affairs bureau team has drawn up a preliminary working idea and made a detailed report to the district party Committee and district government. Next year, we will promote civil affairs as a whole, and strive for a breakthrough in traditional work and key work. We have the determination and confidence to actively improve people's livelihood through social security work, promote grassroots democracy through grassroots political power construction, fully realize the scientific development of civil affairs in our region, and make greater contributions to social harmony, stability and rapid economic development in our region under the guidance of the leaders of district committees and district governments and the Civil Affairs Bureau.
