Recently, the country is at the peak of winter energy consumption, and natural gas supply and demand in some areas have structural, periodic, and regional conflicts, affecting people's winter heating. Promoting the use of clean coal can effectively alleviate the current heating pressure in winter. It is also an important channel to promote the management of loose coal and build a clean heating system. In order to increase the supply of clean coal and ensure that the people have a warm winter, the relevant matters are hereby notified as follows.

1. Promote clean heating according to local conditions. All localities should give top priority to ensuring residents' heating energy use. According to the energy supply situation, residents' economic affordability and energy usage habits, electricity should be used when electricity is suitable, gas should be used when gas is suitable, coal should be used when coal is suitable, and oil should be used when oil is suitable, and timely measures should be taken according to local conditions. Effective measures will be taken to ensure energy supply during the peak winter season. Encourage the promotion of the use of clean coal to replace low-quality bulk coal, and do not adopt "one-size-fits-all" coal restriction measures.

2. Accelerate the release of high-quality coal production capacity. Key coal-producing areas must follow the replacement requirements linked to increases and decreases, and urge coal companies to step up the implementation of capacity replacement plans. Relevant national departments will speed up the approval procedures for coal mine construction projects. Key coal-producing areas should actively coordinate the processing of mining licenses, land use, environmental impact assessment and other procedures for approved coal mine construction projects; urge completed projects to carry out joint trial operation and completion acceptance in a timely manner and put them into production as soon as possible; in accordance with the "About Doing According to the requirements of the "Notice on Approving the Production Capacity of Qualified High-Quality Coal Mines" (Fagaiyun [2017] No. 763), we will further accelerate the verification and increase of the production capacity of qualified high-quality coal mines.

3. Increase the supply of clean coal. Key coal-producing areas should guide coal enterprises to scientifically organize production in accordance with the announced production capacity and actively tap potential to increase production and supply on the premise of ensuring safe production. Promote coal washing and processing, increase the proportion of raw coal selected, and improve the quality of coal products.

4. Coal production and transportation need to be well connected. All localities should strengthen dynamic monitoring and analysis of coal production and transportation needs, focus on power generation, heating and coal for people's livelihood, and formulate, improve and conscientiously implement plans to ensure supply. Power generation companies should increase thermal coal inventory to ensure that the number of available days meets the requirements. Railway, port and shipping enterprises should strengthen the coordination and dispatch of coal transportation, strengthen the organization and arrangement of transportation capacity, and give priority to ensuring coal transportation needs for people's livelihood.

5. Improve the clean coal supply system. All localities should further establish and improve clean coal supply networks, rationally arrange sales outlets, improve service quality, and facilitate the public to purchase and use clean coal products. Strengthen coal quality tracking and monitoring and market rectification, form a relatively complete quality supervision system, and curb the production, sales, circulation and use of inferior coal.

6. Promote the upgrading and transformation of coal-fired equipment. All localities must strengthen energy conservation and environmental protection requirements, accelerate the ultra-low emission transformation of large heating coal-fired boilers, and eliminate coal-fired equipment that does not meet emission standards. Develop central heating in areas where conditions permit and promote the use of clean coal boilers to replace scattered small coal-fired boilers. In areas that do not have central heating conditions, the use of energy-saving and environmentally friendly stoves and clean coal is encouraged.

7. Increase research and development of clean coal technology and equipment. Encourage enterprises and scientific research institutes to increase investment in the research and development of clean coal technology and equipment, focus on strengthening research on the adaptability of coal quality, achieve clean combustion of coal of various coal qualities, and reduce the economic, environmental and social costs of coal burning.

8. Strengthen organizational leadership. All localities must fully understand the importance and urgency of increasing the supply of clean coal to ensure that people have a warm winter, and treat this work as an important people's livelihood project, a public support project, and an urgent task.
