Article 3 The Municipal Garden Bureau is the competent department for the management of ethnic groups and Chaoyang Square (hereinafter referred to as the square).

Article 4 People entering the square should take good care of the flowers, trees and public facilities in the square, be hygienic, do not spit, pour dirty water, litter, and do not lie on seats or stones. . Article 5 No unit or individual may set up stalls, stack materials, post (hang) outdoor advertisements and slogans, or hold non-public welfare product exhibitions and publicity activities in the square. Article 6 If entertainment or sports performances need to be performed in the square, they must be approved by the culture and sports authorities and approved by the Municipal Garden Bureau. Article 7 If group fitness activities (including morning exercises, evening exercises, dancing, Qigong, etc.) need to be carried out in the square, the organizers of the group activities must register with the square management office with valid certificates and register at the designated Conduct activities at the specified location and time. Article 8 Motor vehicles and non-motor vehicles (except baby strollers and disabled wheelchairs) are prohibited from entering the square. Article 9 Without the approval of the public security organs, no unit or department (organization) may hold assemblies, processions, or demonstrations in the square. Article 13 Any public welfare activities such as political propaganda and legal consultation that need to be carried out in the square shall be arranged by the Municipal Garden Bureau with the approval of the superior (competent department). Article 14 Anyone who violates the provisions of Articles 4 and 8 of these regulations shall be ordered by the Municipal Garden Bureau to compensate for damage to flowers and trees, site facilities and ground, and shall be fined not less than RMB 10 but not more than RMB 100. Article 15 Anyone who violates the provisions of Articles 5, 6 and 7 of these Regulations shall be ordered by the Municipal Garden Bureau to stop activities, remove piles of materials, outdoor advertisements and slogans, and impose a fine of not less than 50 yuan but not more than 500 yuan. Article 16 Anyone who violates the provisions of Articles 9, 10 and 11 of these Regulations shall be investigated and punished by the public security organs in accordance with the law. Article 17 Anyone who violates Article 12 of these Regulations shall be ordered by the Municipal Garden Bureau to take the owners of dogs and other livestock out of the field and shall be fined not less than RMB 50 but not more than RMB 200. Article 18 The Municipal Garden Bureau is responsible for the interpretation of specific application issues of these regulations.
