Regulations of Suizhou Municipality on Promoting Civilized Behavior

Chapter I General Provisions Article 1 In order to cultivate and practice socialist core values, inherit and carry forward Chinese traditional virtues, guide and carry forward civilized behavior, and improve the civilized quality of citizens and the level of social civilization, these Regulations are formulated in accordance with relevant laws and regulations and in light of the actual situation of this Municipality. Article 2 These Regulations shall apply to the activities of promoting civilized behavior within the administrative area of this Municipality.

The term "civilized behavior" as mentioned in these Regulations refers to the behavior of observing the provisions of the Constitution, laws and regulations, following the requirements of socialist morality, practicing socialist core values, maintaining public order and good customs, and promoting the progress of social civilization. Article 3 The promotion of civilized behavior should adhere to the principles of combining the rule of law with the rule of virtue, combining self-discipline with heteronomy, and combining education with punishment, and build a promotion mechanism led by the Party committee, promoted by the government, co-built by the society and participated by the whole people. Article 4 The Steering Committee for the Construction of Spiritual Civilization at or above the county level shall co-ordinate and coordinate the promotion of civilized behavior within its administrative area.

The office of the Steering Committee for the Construction of Spiritual Civilization at or above the county level shall be specifically responsible for the guidance, coordination, supervision and inspection of the promotion of civilized behavior within its administrative area. Fifth people's governments at or above the county level shall incorporate the promotion of civilized behavior into the national economic and social development plan, the required funds into the fiscal budget, and formulate relevant policies and measures to promote the coordinated development of civilized behavior and economy and society.

The education, public security, health, urban management and law enforcement departments of the people's governments at or above the county level, trade unions, the Communist Youth League, women's federations and other mass organizations shall, according to their respective functions and duties, do a good job in publicizing civilized behavior.

Township people's governments and sub-district offices are responsible for the promotion of civilized behavior in their respective jurisdictions.

Village (neighborhood) committees should strengthen the propaganda, education and guidance of civilized behavior, do a good job in propaganda of civilized behavior, and cultivate the civilized behavior habits of village (neighborhood) people. Article 6 Advocating civilized behavior is the common responsibility of the whole society.

State organs, enterprises and institutions, social organizations, other organizations and individuals should actively support and participate in the propaganda of civilized behavior.

State functionaries, deputies to the National People's Congress, CPPCC members, educators and advanced model figures should play an exemplary role in advocating civilized behavior.

Mass media such as newspapers, radio and television, online platforms and mobile phone clients should actively carry out propaganda on civilized behavior and create an atmosphere in which the whole society encourages and promotes civilized behavior. Chapter II Standardization and Advocacy Article 7 Citizens should love the motherland and observe the following codes of conduct:

(a) to safeguard national security, honor and interests;

(2) safeguarding national unity and national unity;

(three) respect and care for the national flag, the correct use of the national emblem, and standardize the singing, playing and use of the national anthem;

(4) Other codes of conduct for loving the motherland. Article 8 Citizens shall maintain public order and observe the following codes of conduct:

(1) behave in a civilized manner in public places, don't talk loudly and don't swear;

(2) When waiting for service, consciously queue up in turn, go up and down the stairs to the right, take the elevator first and then get on the bus;

(three) take good care of public green space and other landscape facilities, and watch them according to the relevant tips and guidance;

(four) the rational and orderly use of public seats, not to seize or occupy seats;

(five) to carry out square dance, gyro, flogging and other entertainment and fitness activities, we should abide by the regulations of the managers of public places on the activity area, time and volume, and take effective measures to prevent noise pollution; Do not use audio equipment illegally to generate excessive volume. Between 22 o'clock every day and 7 o'clock the next day, it is forbidden to carry out entertainment, fitness and other activities with noise pollution;

(six) in the event of an emergency, obey the on-site command, cooperate with emergency treatment, and evacuate in an orderly manner;

(7) Other civilized codes of conduct for maintaining public order. Article 9 Citizens should consciously care for public health and abide by the following codes of conduct:

(a) take care of the city environment, do not spit or urinate, and do not post, scribble advertisements or depict them at will in violation of regulations;

(two) according to the provisions of the classification of garbage, not arbitrarily abandoned, burned;

(3) Reducing smoking behavior and not smoking in places (regions) where smoking is prohibited;

(4) Cover your mouth and nose when coughing or sneezing, and wear a mask when you go out with infectious respiratory diseases;

(five) suffering from legal infectious diseases, with the relevant inspection, isolation treatment and other measures, truthfully provide relevant information;

(six) civilized memorial, do not throw and burn funeral offerings at will;

(seven) other norms of civilized behavior for the maintenance of public health. Article 10 Citizens shall travel in a civilized and orderly manner and observe the following codes of conduct:

(a) when crossing the expressway on foot, observe the traffic rules and pass in an orderly manner on the premise of ensuring safety;

(two) when taking public transport, to cooperate with the driver and other management personnel, and shall not damage the facilities in the car;

(3) Obey traffic rules when driving a vehicle, and give priority to vehicles and pedestrians such as fire fighting and medical emergency;

(4) Slow down when driving vehicles through roads with accumulated water, snow and dust, so as to avoid splashing dust from interfering with others;

(five) civilized use, standardized parking and enjoyment of vehicles, and shall not interfere with the normal passage of vehicles and pedestrians;

(six) other civilized and orderly tourism behavior norms.
