On the Prohibition of Border Activities in Xizang Autonomous Region during the Tenth Five-Year Plan

In order to strengthen border management and maintain the security and stability of border areas, according to the Criminal Law of People's Republic of China (PRC), the Law of People's Republic of China (PRC) on Public Security Administration Punishment, the Law of People's Republic of China (PRC) on Entry and Exit, the Law of People's Republic of China (PRC) on the Protection of Military Facilities, and the Regulations of Xizang Autonomous Region on Border Management and other relevant policy documents, the prohibited acts of border management in Xizang Autonomous Region are hereby notified as follows:

1. It is strictly forbidden to enter the border management areas, border zones, specific border areas, military restricted zones, military management areas and areas marked with "No Entry for Idle People" without a valid border pass or relevant approval documents.

Two, it is strictly prohibited to refuse or evade border inspection and management.

Three, it is strictly prohibited to forge, alter, buy or sell, cheat or fraudulently use all kinds of border pass documents.

Four, it is strictly prohibited to organize or transport, shelter or hide people without valid border passes or relevant approval documents in and out of the border management zone.

Five, it is strictly prohibited to finance, assist, organize or transport others to cross the country (border), to provide conditions for those who cross the country (border).

Six, without the approval of the relevant competent departments, it is strictly prohibited to engage in surveying and mapping, exploration, mining, logging, blasting, scientific investigation, mountaineering and shooting activities in the border management areas, military restricted zones and military management areas.

Seven, it is forbidden to carry, carry and spread newspapers, books, pictures, audio-visual products, electronic products and other prohibited items that endanger national security and undermine national unity.

Eight, it is strictly prohibited to carry out "slow and small" aircraft flight activities in border areas without authorization, and to dispose of unidentified aircraft, airborne objects, floating objects or other suspicious items without authorization.

Nine, it is strictly prohibited to hunt, fish, collect and smuggle rare animals and plants protected by the state in the border areas.

Ten, it is strictly prohibited to destroy, move or dismantle the national (border) transportation, communications, water conservancy, hydrology, electric power, surveying and mapping, border defense, land and resources protection and other facilities.

1 1. It is strictly forbidden to destroy, move or dismantle the national (border) signs and the physical objects that mark the national (border) territory. It is strictly forbidden to build facilities that affect the direction or clarity of the national (border) territory without authorization. It is strictly forbidden to scratch or alter the national (border) signs.

12. It is strictly forbidden to destroy military facilities, interfere with military communications, steal military communication lines and equipment, attack military restricted zones, and disturb the order of border military administrative zones.

Thirteen, without the approval of the relevant competent authorities, it is strictly prohibited to obtain the relevant confidential information in the border areas by shooting, recording and other means.

Fourteen, it is strictly prohibited to hinder, insult or insult the staff of state organs to perform official duties according to law.

Fifteen, it is forbidden to engage in other activities that endanger the border order.

In violation of the above provisions, the parties and other responsible persons shall be investigated for responsibility according to law. If the case constitutes a crime, it shall be transferred to judicial organs for handling.
