The Outline of the Thirteenth Five-year Plan for National Economic and Social Development of the People's Republic of China (hereinafter referred to as the Outline) is compiled according to the Proposal of the Central Committee of People's Republic of China (PRC) on Formulating the Thirteenth Five-year Plan for National Economic and Social Development approved by the Fourth Session of the Twelfth National People's Congress.
