"6" Debris Flow in Yuexi County, Liangshan Yi Autonomous Prefecture, Sichuan Province

Many county-level highways from Naituo Town to Puxiong Town were destroyed by mudslides, and power and communication facilities were seriously damaged. 46 farmers' houses were destroyed or buried, and 24 farmers' houses became dangerous houses, resulting in a direct economic loss of 8 million yuan.

Puxiong River Basin is located in the east of Yuexi County, with an altitude of 1600 ~ 1900m+0900 m, which belongs to the wide valley landform of Zhongshan, with tight folds, serious bending, complex geological structure, broken rocks and very fragile geological environment conditions. In case of rainstorm, it is easy to collapse, landslide and debris flow.

Due to the inspection and monitoring in place, the early warning is accurate and timely. County, township government, village, and group should start emergency plans in time, and leaders should take the lead. Rural cadres and the masses responded quickly and took appropriate emergency measures. Evacuate and avoid danger in time, and safely transfer 644 people in the dangerous area 14 1 household, with no casualties 1 person, and successfully avoid 7 mass mudslides.

2 Monitoring and emergency hedging

2. 1 Inspection, inspection and monitoring

The prevention and control of geological disasters in Yuexi county follows the defense policy of "prevention first, combination of prevention and control, and avoidance first" and the working mechanism of group monitoring and group prevention, and the preparations for prevention and control of geological disasters were made long before the arrival of flood season. First, prepare geological disaster prevention and emergency plans in advance, adjust and enrich the county leading group for geological disaster prevention and control, and sign the annual responsibility book for geological disaster prevention and control with towns and villages. Second, the "one table and two cards" for the prevention and control of geological disasters were compiled and issued in time. By signing the target responsibility book and issuing "one form and two certificates", the responsibility for disaster prevention is decomposed layer by layer. Third, actively carry out hidden dangers investigation and review, that is, pre-inspection before flood season and review in June and July, with special emphasis on pre-rain inspection, in-rain inspection and post-rain review. The fourth is to establish a full-time monitor system, actively carry out publicity and training on disaster prevention knowledge, and improve the awareness and ability of the broad masses of people to know, prevent and avoid disasters. Fifth, strictly implement the early warning and forecasting of important meteorological information and the 24-hour duty system in flood season, integrate the resources of emergency, land and meteorological departments, establish an early warning and forecasting information platform, make more than 5,000 calls to townships, mining enterprises, hydropower construction projects, monitoring personnel and the person in charge of the pre-planning point throughout the year, and send more than 2,000 short messages/kloc-0.

2.2 Danger discovery and emergency avoidance

At 4: 00 pm on June 16, Yuexi County Land and Resources Bureau received a short message warning from Liangshan Yi Autonomous Prefecture Land and Resources Bureau on "Doing a Good Job in Preventing Geological Disasters in Heavy Rainfall Weather" and a warning call from County Meteorological Bureau on "There will be a rainstorm in our county tonight", and the personnel on duty immediately sent a short message to the leaders and personnel on duty in various towns. On June 6th 19: 36 to 20: 00, the duty officer of the office of the county geological disaster leading group telephoned the township leaders, geological disaster hidden danger monitors, relevant units and project owners about the disastrous weather information, asking them to stick to their posts, perform their duties, prepare for disaster prevention and pay close attention to the rain and rainfall.

After receiving the telephone warning notice from the county geological disaster prevention and control office, the township governments quickly communicated the information to each village group and household, and arranged the cadres and monitoring personnel of each village group to patrol and monitor the hidden danger points to strengthen prevention. In the evening 19, there was hail in the areas of Xutie West Township and Lafu Township, followed by downpour, and then it began to rain in other towns and villages. At 20: 30, it turned into a rainstorm. The five township governments of Tiexi, Lapu, Erjue, Siganpu and Baila decisively ordered the cadres of village groups in their respective jurisdictions to quickly organize the villagers in dangerous areas to evacuate immediately. After receiving the order, monitor the hidden danger points and towns.

From 22: 00 on June 6th to 3: 00 on June 6th, 65438, there were 7 mudslides and landslides in 7 townships * * * in Yuexi County, including Naituo Town, Puxiong Town, Tiexi Township, Lapu Township, Erjue Township, Siganpu Township and Baila Township. As a direct result, the railway from Xiapuxiong Railway Station in chengdu-kunming railway to Bai La Railway Station was buried in many places, and the railway operation was blocked. 2.3 Emergency treatment

After the disaster occurred, Yuexi county government immediately launched an emergency plan for sudden geological disasters, requiring Tiexi Township, Lapu Township, Siganpu Township and Baila Township to launch emergency plans in time and organize village groups, party member, cadres, militia and villagers to help each other. Subsequently, the county party Committee and the county government set up rescue, civil affairs, medical and other teams to rush to the disaster area for rescue and resettlement.

3 Experience and Enlightenment

Seven group geological disasters caused by mudslides and landslides were successfully avoided, mainly due to the following points:

First, the county party committee and the county government attach great importance to the prevention and control of ground disasters and put their responsibilities in place. At the beginning of the year, the county government divided the responsibility for disaster prevention into the heads of townships and signed a letter of responsibility. At the beginning of April, according to the requirements of provinces and States, we carefully organized the investigation of hidden dangers of geological disasters and paid close attention to the prevention and control of geological disasters.

Second, vigorously carry out publicity and training on prevention and control of geological disasters. Through the activities of "knowledge training on prevention and control of geological disasters in rural areas" in 2008, "five knowledge training activities on prevention and control of geological disasters" in 20 10, and the special publicity and training activities of this year's geological disaster publicity month, the masses can fully understand the hazards of geological disasters, enhance their awareness and ability of disaster prevention, disaster avoidance and disaster relief, and actively cooperate with and participate in disaster prevention and avoidance.

Third, the relevant departments cooperate closely and the early warning mechanism is sound. This ensures the timely communication and transmission of information, and ensures that the meteorological early warning information of geological disasters reaches the hands of township cadres and relevant responsible persons in time.

Fourth, the network system and working operation mechanism of group monitoring, group prevention and disaster prevention are sound. Township cadres have mastered the methods of monitoring, inspection, early warning and forecasting, and the masses have a sense of disaster prevention and avoidance, and their ability to help themselves and each other in the face of disasters has been further improved.

Fifth, provincial leaders supervise the prevention and control of geological disasters. On June 16, the leading expert group and supervision team of Sichuan Provincial Department of Land and Resources inspected the prevention and control of geological disasters, the completion and acceptance of the control project and the re-examination and verification of important hidden dangers in Yuexi County, and repeatedly emphasized and guided the measures and work of geological disaster hidden danger investigation, monitoring and early warning, on-duty duty duty, pre-plan exercise and active avoidance.
