No unit or individual may illegally manufacture, buy or sell equipment and software provided or used, including: telephone card batch insertion equipment, equipment and software with the function of changing calling number, etc.

According to Article 14 of People's Republic of China (PRC) Anti-Telecommunication Network Fraud Law:

No unit or individual may illegally manufacture, trade, provide or use the following equipment and software:

1. Phone cards are inserted into devices in batches.

2. Equipment and software with functions such as changing calling number, virtual dialing, and illegal access of Internet telephone to public telecommunication network.

3. Automatic switching system for batch accounts and network addresses, which receives and provides a platform for SMS verification and voice verification in batch.

4. Other equipment and software used to commit telecommunication network fraud and other illegal crimes.

Telecom operators and Internet service providers shall take technical measures to identify and block illegal equipment and software from accessing the network in time, and report to the public security organs and relevant industry authorities.

Telecommunication fraud:

Telecommunication fraud refers to a criminal act in which criminals fabricate false information by telephone, internet, short messages, etc., and conduct remote and non-contact fraud on the victims to induce them to make money or transfer money to criminals.

Telecom fraud is mainly to obtain personal information such as the victim's property and bank account, and the maximum penalty is life imprisonment.

On June 22nd, 20021,the Supreme People's Court, the Supreme People's Procuratorate and the Ministry of Public Security jointly issued Opinions on Several Issues Concerning the Application of Laws in Handling Criminal Cases such as Telecommunication Network Fraud (II), which provided a clearer and more specific applicable legal basis for telecommunication network fraud crimes and related crimes involving mobile phone cards and credit cards, and implemented a chain-wide and all-round attack on telecommunication network fraud crimes.
