In order to further strengthen the work of planting and shoveling drugs in our province, severely crack down on the illegal and criminal activities of illegally planting opium poppy and other drug plants, and purify the social environment, according to the Criminal Law of People's Republic of China (PRC), the Anti-drug Law of People's Republic of China (PRC), the Law of People's Republic of China (PRC) on Public Security Administration Punishment and the Anti-drug Regulations of Shandong Province, the Shandong Anti-drug Office of the Shandong Provincial Public Security Department jointly issued the Notice on Eradicating Drug Plants.

1. It is strictly forbidden for any unit or individual to illegally grow opium poppy, marijuana and other original drug plants; It is strictly forbidden to illegally buy, sell, transport, carry or hold the seeds or seedlings of the original drug plants that have not been inactivated; It is strictly prohibited to illegally transport, trade, store and use poppy shells.

Two, it is strictly prohibited for food producers and operators to add poppy shells, poppy seeds, poppy seedlings and other drug plants and their illegal products in food.

Three, who take the initiative to eradicate the original drug plants or take the initiative to hand over the illegally held seeds, seedlings and poppy shells of the original drug plants, can be given a lighter, mitigated or exempted from punishment according to law.

Four, where the illegal cultivation of less than 500 original plants of drugs and do not take the initiative to eradicate, the public security organs will be punished according to law; Those who illegally plant more than 500 original plants of drugs and do not actively eradicate them will be investigated for criminal responsibility according to law; All the original plants that illegally grow drugs will be forcibly eradicated.

Five, every citizen has the obligation to report and expose illegal drug cultivation and other illegal and criminal acts. For those who actively report the illegal cultivation of original drug plants, illegally buy, sell, transport, carry and hold seeds or seedlings of original drug plants that have not been inactivated, and illegally transport, buy, sell, store and use poppy shells, a reward of 500- 10000 yuan will be given in accordance with the Measures for Incentives for Reporting Drug Crimes in Shandong Province.

Six, the people's governments at or above the county level shall strengthen the propaganda of the prohibition of planting, and regularly organize the relevant functional departments of public security, agriculture, forestry and so on to carry out the inspection of illegal planting of original medicinal materials. People's governments at all levels shall immediately take measures to stop and eradicate the illegal cultivation of narcotic plants. Villagers' committees and residents' committees shall promptly stop and eradicate the illegal cultivation of narcotic plants and report to the local public security organs.

Seven, where after May 15, due to the failure of people's governments at all levels and relevant departments to perform the duties of banning seeds and shoveling drugs, the illegal cultivation of opium poppy and other drug plants is found to meet the key remediation standards through unannounced visits by national and provincial anti-drug offices or aerial surveys by drones, and will be classified and focused on remediation according to relevant regulations.
