It's not illegal. There are some similarities between reporting spam messages and professional counterfeiting, both of which are based on the premise that businesses are at fault. For example, regarding marketing short messages, the Consumer Protection Law clearly stipulates that "business operators shall not send commercial information to consumers without the consent or request of consumers, or if consumers explicitly refuse".
