Article 2 These Regulations shall apply to state organs, social organizations, enterprises, institutions and other organizations (hereinafter referred to as units) and individuals within the administrative area of Dalian. Article 3 This Municipality shall implement the system of voluntary blood donation according to law. Encourage/kloc-healthy citizens aged 0/8 to 55 to donate blood voluntarily. Encourage national staff, active servicemen and college students to take the lead in donating blood.

Units and individuals shall voluntarily participate in blood donation activities. Fourth city and county (city), the District People's government leadership within their respective administrative areas of blood donation, unified planning and responsible for organizing and coordinating the relevant departments to do a good job in blood donation. Fifth city and county (city), district health administrative departments to supervise and manage the work of blood donation within their respective administrative areas. The blood donation office affiliated to the municipal public health administrative department is specifically responsible for the daily work of blood donation, blood collection, blood supply and medical clinical use in Zhongshan District, Xigang District, Shahekou District, Ganjingzi District, Changhai County and Dalian Economic and Technological Development Zone, Bonded Zone and Jinshitan National Tourism Resort, and is responsible for the city's blood source and blood adjustment; Other counties (cities), district health administrative departments of blood donation office specifically responsible for the daily work of blood donation, blood collection, blood supply and medical clinical use of blood within their respective administrative areas.

Blood stations established according to law are responsible for collecting blood, testing blood and providing blood for medical and clinical use.

Red Cross Societies at all levels shall participate in and promote blood donation according to law.

City and county (city), the relevant departments of the District People's government shall, in accordance with their respective responsibilities, do a good job in blood donation. Article 6 People's governments at all levels shall take measures to widely publicize the significance of blood donation, popularize scientific knowledge of blood donation, and carry out education on prevention and control of blood-borne diseases.

The news media should publicize blood donation for public welfare. All kinds of schools at all levels should carry out the education of blood science knowledge. Chapter II Blood Donation Article 7 The municipal public health administrative department shall, according to the demand for blood for medical and clinical use and the number of school-age citizens in this city, and according to the principle that healthy school-age citizens (including citizens from other provinces and cities living in this city) donate blood once every five years and college students who meet the conditions for blood donation donate once, draw up the annual blood donation plan of this city, and issue it after being approved by the Municipal People's Government. Article 8 The people's governments of counties (cities) and districts shall, according to the blood donation plan issued by the Municipal People's Government, formulate the blood donation plan of the units under their respective administrative areas.

The blood donation plans of units stationed in Dalian, municipal units and units in Changhai County, Dalian Economic and Technological Development Zone, Bonded Zone and Jinshitan National Tourism Resort are directly issued by the Municipal People's Government.

The mobilization and organization of active servicemen taking the lead in blood donation shall be put forward by the Municipal People's Government in conjunction with the troops stationed in Dalian in accordance with the relevant provisions of the state. Article 9 All units shall mobilize and organize their healthy citizens of school age (including migrant workers) to participate in blood donation to ensure the completion of the annual blood donation plan.

Township (town) people's governments and neighborhood offices shall mobilize and organize healthy citizens of school age (including foreign temporary residents) who have no work units in the region to participate in blood donation, and village (neighborhood) committees shall cooperate with township (town) people's governments and neighborhood offices to do a good job in blood donation.

The completion of the blood donation plan of the unit shall be an important part of the annual work assessment of the legal representative or principal responsible person of the unit.

Citizens can participate in blood donation by the organization of the unit, or they can donate blood directly to the blood station. Article 10 After checking the "Resident Identity Card" of blood donors, blood stations must carry out necessary health checks free of charge, and only those who pass the examination can donate blood. Article 11 The amount of blood collected by a blood station from a blood donor at one time is generally 200ml, and shall not exceed 400ml at most, and the interval between two blood collections shall not be less than 6 months. Twelfth blood donation office shall issue the blood donation card made by the health administrative department of the State Council to the blood donors. Units that have completed the annual blood donation plan shall be issued with the Certificate of Completion of the Voluntary Blood Donation Plan presented by the municipal public health administrative department; For units that have not completed the annual blood donation plan, the health administrative department may issue a notice to complete the blood donation plan within a time limit, and notify those who have not completed it within the time limit. Thirteenth citizens who participate in blood donation can take three days off after blood donation, and the relevant units can give appropriate subsidies. Fourteenth units and individuals are prohibited from having the following acts:

(1) illegally organizing others to sell blood;

(2) selling blood donated without compensation;

(three) using, borrowing or renting blood donation card;

(four) other acts prohibited by laws and regulations. Chapter III Blood Collection and Supply Article 15 Except for blood stations established according to law, no unit or individual may engage in blood collection and supply activities. Blood stations shall engage in blood collection and supply activities in accordance with the approved scope. Article 16 Where a blood station establishes a blood collection point or a mobile blood collection vehicle outside its practice place, it shall go through the approval formalities in accordance with the relevant provisions of the state.

Blood stations set up blood collection points or mobile blood collection vehicles in public places, and the relevant departments shall give support without affecting public order.
