According to the law, Article 3 of the Notice of General Office of the State Council on Continuing to Guarantee the Basic Living of Laid-off Workers of State-owned Enterprises and Pensions for Enterprise Retirees ensures that the basic pensions for enterprise retirees are paid in full and on time. All localities should strengthen the collection and payment of basic old-age insurance premiums, adjust fund balances, increase provincial-level adjustment efforts, financial budget subsidies, social raising and other measures to ensure that funds are in place and basic pensions are paid in full and on time, and no new arrears may occur.
