Legal analysis: 1. When the plaintiff brings a lawsuit to the court, it shall submit the complaint and relevant evidence materials, and submit the complaint and evidence copies according to the number of defendants, and submit the prepared materials. 2. The judge in charge of filing the case will carefully review the complaint submitted by the parties after receiving it. If he meets the conditions for filing a case, he will immediately input the relevant information into the microcomputer, and after the approval of the dean, he will immediately serve the plaintiff with the Notice of Case Acceptance, the Notice of Proof and the Notice of Paying Legal Fees. 3. If it is decided to file a case after examination, it will be scheduled immediately. For civil cases of first instance, the parties shall be given 30 days to give evidence, and for civil cases of second instance, the parties shall be given 10 days to give evidence. 4. After the schedule is determined, the filing court will immediately serve the court summons to the parties or send it by express mail; If it needs to be delivered directly, it shall be delivered by the filing court to the judicial police force for execution. 5. Pay the litigation costs. After receiving the Notice of Advance Payment of Litigation Fees issued by the court, the parties concerned shall pay the fees at the toll office of China Agricultural Bank where the court is located within 7 days. 6. The court shall issue a receipt.

Article 17 The basic people's courts shall have jurisdiction over civil cases of first instance, except as otherwise provided by this Law.

Article 18 The Intermediate People's Court shall have jurisdiction over the following civil cases of first instance: (1) Major foreign-related cases; (2) Cases with significant influence within its jurisdiction; (3) Cases determined by the Supreme People's Court to be under the jurisdiction of the Intermediate People's Court.

Article 119 A lawsuit must meet the following conditions: (1) The plaintiff is a citizen, legal person and other organization that has a direct interest in the case; (2) Having a clear defendant; (3) Having specific requests, facts and reasons; (4) Belonging to the scope of civil litigation accepted by the people's court and the jurisdiction of the sued people's court.
