Article 2 These Provisions shall apply to all staff members of the head office, branches, sub-branches, enterprises and institutions directly under the People's Bank of China and national financial institutions under centralized management who temporarily go abroad for inspection, training, attending meetings and handling other official duties (hereinafter referred to as visits). Article 3 The People's Bank of China shall follow the following principles in the management of going abroad temporarily on business:

(a) The visit should have a clear official purpose and substantive content;

(two) according to business needs, arrange visits around the focus of work;

(three) strictly control the size of the group and the length of stay outside;

(four) unified planning, centralized management, examination and approval and formalities according to the prescribed procedures;

(five) strictly abide by the discipline of foreign affairs, strictly implement the visit plan;

(six) adhere to thrift and save the country's foreign exchange. Article 4 The International Department of the Head Office is the centralized management department for foreign affairs of the People's Bank of China. The duty of centralized management of going abroad on business is:

(a) to formulate the training plan of the People's Bank of China for going abroad on business, and issue the mission after approval;

(2) Examining and approving the visit plans of directly affiliated enterprises and institutions and centralized management units, and determining the tasks that other units invite the Bank to visit;

(three) to handle the examination and approval of temporary going abroad on business, and to manage the passport, visa, exit certificate and foreign affairs funds of the head office;

(four) to undertake foreign exchanges and organize the implementation of training for visiting groups and personnel;

(five) to master the situation of the system going abroad on business, and to implement the relevant policies and regulations. Article 5 The personnel department of the head office, the party groups of all tier-one branches and the party committees of the banknote printing and minting corporation are responsible for the political review of those who go abroad on business. Its duties are:

(a) to formulate regulations and management measures for going abroad (border) on business;

(two) in conjunction with the foreign affairs and business departments, put forward audit opinions on the composition of the delegation going abroad (territory) on business;

(3) Examining the political conditions of persons going abroad (in the country) on business, and issuing approval documents for political examination;

(four) to do a good job in tracking and managing the personnel before and after going abroad (border). Article 6 Propose a business visit plan.

(1) The annual visit plan of the Head Office's leaders shall be put forward by the International Department in conjunction with the General Office years ago according to the annual activities of international financial organizations, the invitation of foreign central banks and the needs of national financial diplomacy activities, and submitted to the Party Group of the Head Office for approval.

(2) The annual visit plan of the branch presidents shall be drawn up by the International Department according to the instructions of the leaders of the Head Office and in conjunction with relevant departments on the basis of summarizing the visits of the branch presidents in the previous year, and submitted to the Party Group of the Head Office for approval.

(3) The annual special investigation and key training plan of the People's Bank of China shall be drawn up by the International Department according to the working points of the Head Office and the instructions of the leaders of the Head Office, and submitted to the competent president for approval; According to the instructions of the Head Office's leaders, the International Department can also temporarily designate the responsible units of key projects to draw up the team plan.

(4) In foreign-related business contacts, if there is a need to visit, each branch can put forward a plan, report it to the Head Office for unified control, handle it by the International Department, get approval from the competent president, and then make external contacts, and the funds will be solved by itself.

(5) Enterprises, institutions and centralized units directly under the central government put forward annual visit plans at the beginning of the year according to the business arrangements for the whole year; Temporary visits due to business needs should be submitted to the competent president through the international department. All plans and requests for visits should be reviewed by the International Department and implemented after being approved by the dean or the competent dean.

(6) If it is really necessary to participate in the delegation of other units due to special work reasons, it should be strictly controlled and reported step by step, and the head office will decide whether to visit.

(seven) the number of visiting delegations should be strictly controlled, and each visit should generally not exceed two countries; Time abroad is limited to two weeks.

(1) After the Head Office delegation's visit plan is approved, the International Division will issue personnel indicators and related requirements to all departments and branches around the work arrangements of the Division and the Head Office, and each unit will recommend candidates and submit them for approval as required.

Large groups should also carry out the division of security and finance. Article 8 Handling and approval procedures for going abroad on business.

(a) to declare the intention to go abroad (border) on business

1. All departments and branches shall submit their intention to go abroad and conduct business activities in the following year to the International Division before February 10 every year (45 days in advance in cases) according to the special needs of the central banking business of their own departments and regions and the requirements of the Head Office, and the International Division shall make a comprehensive analysis according to relevant policies and regulations, the work deployment of the Head Office, the intention of the President and the budget scale of foreign affairs funds.

2. The annual report for applying for a visit shall explain: the reasons and basis for applying for a visit, the tasks and purposes, the countries (regions) and units to be visited, the time to stay abroad, the budget and sources of funds, the number and highest level of the personnel to be organized to visit, the names of contacts, telephone and fax numbers, etc.

3. Once the visit intention is included in the Head Office's plan, the International Division will inform the unit submitting the intention of feedback. If it is not approved, no feedback will be given.

(2) Submit the list of visitors.

After receiving the indicators of the Head Office delegation, each unit shall determine the candidates, and report to the Head Office the name, gender, position, age, external identity and other matters required by the Head Office 45 days before the delegation's visit. The branch staff shall also submit the political examination form or the political examination record form together. If the Head Office disagrees with the recommended candidate, it shall notify the original unit within 15 days.

All personnel of the People's Bank of China going abroad on business shall be reported to the Head Office for approval step by step; Personnel at or above the sub-branch level of branches in cities under separate state planning shall go abroad (on business) with the prior consent of provincial branches and report to the head office for approval.

(3) Submit the visiting materials

1. Designate key visiting units to submit the following materials: request or signature for going abroad on business (territory), foreign invitation letter, foreign-related business contract, other task basis documents (Chinese translation is required for foreign letters and telegrams), and mission schedule for going abroad on business (territory). When reporting a delegation's visit, in addition to the above materials, it should also be accompanied by the "Letter of Approval for Visiting" or "Notice of Visiting" issued by the foreign affairs department under the jurisdiction of the unit where the delegation belongs.

2. The request for instructions on business trip (signing the newspaper) should explain: project basis, task content and purpose, foreign inviter, date of visit, country (city) and unit, name, gender, unit, position, age, foreign status, time of leaving home, source of funds, and attach schedule and key points of inspection and training. Ask for instructions (countersign) to determine the main sending unit (person) and countersign unit according to the examination and approval authority; If the branch goes abroad on business, the sending unit shall write "International Department of China People's Bank" and send a copy to the personnel department of the Head Office.

3. Submit the original visit request (contract signing) materials to the International Department of the Head Office 45 days in advance; Relevant materials should also be reported as soon as possible when visiting with the country. No matter how urgent it is, the materials submitted for going abroad on business must be delivered through organizational channels, and shall not be submitted by the visitors themselves or forwarded by the clients. Units in Beijing can be delivered directly to the door by specialized personnel.

4. When the branch requires to go abroad on business, it must be stamped with the official seal. In principle, faxed copies and photocopies of instructions and signatures are not accepted, except for extremely urgent matters approved by the competent department.

5. With the approval of the Head Office's competent president, the International Division will send a delegation to visit each unit or give feedback in the form of "reply". If it is necessary to adjust the content after research, the International Department shall consult with the submitting unit before approval.

(4) Examination and approval of visitors

1. Personnel at or above the deputy bureau level (department or office) who visit on business must obtain the consent of the leader of the competent bank in advance, and then the International Department will inform the unit to write a report to the president in charge and the foreign affairs leader, and sign it with the International Department and the personnel department.

2. Where the staff below the division level (including the division level) are on business trip, the unit to which they belong shall write a report to the International Department of the Head Office, which shall be audited by the General Office of the International Department, reported to the Personnel Department for countersigning, and then approved by the leaders of the International Department.

3. The staff of the International Department of the Head Office shall go abroad (abroad) on business, regardless of the level and length of time, and must report to the leader of the competent bank for approval.

(five) going abroad (border) on business.

1. The inspection and training program organized by the Head Office or entrusted by the Head Office with a unit as the main group will be issued by the International Division in the form of "task approval" after the research is approved.

2. Organized by the People's Bank of China, if it is necessary to invite foreign units to participate in the work, the International Department will notify the foreign units in the form of "task notice".

3. Overseas institutions invite China People's Bank personnel to participate in the mission, which is approved by the Head Office and issued by the International Department in the form of "mission confirmation".

(6) Issuing political approval.

The personnel who accept the mission to visit will issue the mission approval document to the personnel department of the head office or the department with the power of political examination with the "mission approval document" or "mission confirmation document".

(7) Handling visiting procedures.

1. Passport and visa procedures. Visitors must obtain "task approval", "task notice" and "task confirmation" before they can apply for visas or issue exit certificates through the International Department of the Head Office or the Foreign Affairs Offices of provinces and cities. Passports of branch personnel can be handled locally with the authorization of the head office; The staff of the head office must handle it in the international department of the head office.

2. If the head office organizes a delegation, the unit directly organized or entrusted by the head office to participate in the visit will take the lead in handling the relevant formalities; If the approved unit organizes a group, it shall be implemented according to the requirements of the head office. Individuals who are approved to visit sporadically shall go through the relevant formalities by their units.

3. Go through the formalities of going abroad. For projects that use the foreign affairs funds of the Head Office, the parties concerned shall go through the relevant expenses examination and approval procedures at the comprehensive office of the International Department of the Head Office with a copy of the approval report. Branch personnel are generally handled in this unit.
