According to the Notice of Beijing Municipality on Traffic Management Measures for Some Passenger Cars, other provinces, autonomous regions and municipalities directly under the Central Government need to apply for and obtain a Beijing Pass when driving a motor vehicle in Beijing and temporarily stopping at roads within the administrative area of this Municipality. If a foreign car enters Beijing without a Beijing Pass, it will be given a warning or fined from 20 yuan to 200 yuan once a day.

Every foreign vehicle that has not applied for the Beijing Pass will be snapped once within the Second Ring Road and will receive a fine notice. A foreign car driving outside the Sixth Ring Road without a Beijing Pass was warned for the first time and fined 50 yuan for the second time.
