Chapter I General Provisions

Article 1 Name of the Association: Chinese Hard Pen Calligraphy Association English Translation Abbreviation: CHCA Article 2 The Chinese Hard Pen Calligraphy Association consists of hard pen calligraphy groups, hard pen calligraphers, hard pen calligraphy theory researchers and educators from all provinces, municipalities, autonomous regions, special zones and state organs. It is a national, non-profit and academic social organization voluntarily formed to revitalize and develop hard-pen calligraphy in China. Article 3 The purpose of China Hard Pen Calligraphy Association is to carry forward the excellent cultural traditions of the Chinese nation, build three socialist civilizations and actively participate in the construction of a civilized society and a harmonious society within the scope stipulated by the national constitution, laws, policies and moral customs. Popularize and improve the writing level of the whole society, promote the exchange with culture and art at home and abroad, and revitalize and develop the hard-pen calligraphy culture in China. Article 4 The Chinese Hard Pen Calligraphy Association accepts the professional guidance of the Ministry of Culture of People's Republic of China (PRC) and the supervision and management of the Ministry of Civil Affairs of the People's Republic of China. Article 5 The meeting place of China Hard Pen Calligraphy Association is located in Beijing, the capital of China.

Chapter II Scope of Business

Article 6 The business scope of China Hard Pen Calligraphy Association: (1) Organizing theoretical research and academic exchanges on hard pen calligraphy; (2) Organizing the development, research, experiment, appraisal, publicity and popularization of hard-pen calligraphy tools, materials and techniques; (3) Organizing competitions and exhibitions on hard-pen calligraphy papers, works and research achievements; (4) Organizing calligraphy teaching, training, evaluation, personnel training and recommendation; (5) Editing and publishing hard-pen calligraphy textbooks, writings, rubbings, newspapers and periodicals, and collections; (six) to organize and represent the hard-pen calligraphy industry in China for foreign exchanges, friendship, joint exhibitions and related cooperation matters; (7) Organizing the artistic appraisal, appreciation and evaluation, professional title evaluation and formulation of relevant standards of hard-pen calligraphy nationwide; (eight) to organize and carry out associations and cooperation with organizations and individuals related to the calligraphy and painting development association; (9) Organizing other activities within the business scope of this Association.

Chapter III Members

Article 7 The members of China Hard Pen Calligraphy Association are divided into group members and individual members. Article 8 A member applying to join this Association must meet the following conditions: (1) Support the articles of association of this Association; (2) Having the will to join this Association; (3) Having certain ability, level and influence in the business field of this Association; (four) qualified units and individuals related to the business of this Association (qualification is in another article). Article 9 The procedures for membership are as follows: (1) Apply for membership and obtain membership qualification; (two) fill in the membership registration form and provide the required information; (three) discussed and approved by the Standing Council (the members of the team shall be examined and accepted according to these rules); (4) The membership card shall be issued by the Council or an institution authorized by the Council. Article 10 Members shall enjoy the following rights: (1) The right to vote, to be elected and to vote; (two) to participate in the activities of this association; (three) to obtain the priority of our services; (four) have the right to criticize, suggest and supervise the work of this association; (5) Freedom of voluntary membership and withdrawal; (six) other legitimate rights and interests in the meeting. Article 11 Members shall perform the following obligations: (1) Implementing the resolutions of this Association; (two) to safeguard the legitimate rights and interests of the association; (three) to complete the work assigned by the association; (four) to pay membership fees in accordance with the provisions; (five) to reflect the situation to this Council and provide relevant information; (6) Recommend talents to the Association and subscribe to the publications in the Association. Article 12 A member who withdraws from the club shall notify the club in writing and return his membership card. If a member does not pay the membership fee for one year and does not participate in group activities, it will be deemed as automatic withdrawal. Article 13 If a member violates the national laws and seriously violates the Articles of Association, it shall be removed from the membership by voting of the Council or the Standing Council.

Chapter IV Creation and Removal of Organizational Structure and Responsible Person

Article 14 The highest authority of the Chinese Hard Pen Calligraphy Association is the National Congress. The functions and powers of the Congress are:

(a) to formulate and amend the articles of association; (2) Electing and dismissing directors; (three) to consider the work report and financial report of the Council; (4) Deciding to terminate. (5) Electing the legal representative; (six) to decide on other major issues. Article 15 A national congress can only be convened when more than two thirds of the delegates are present, and its resolutions can only take effect when they are passed by a majority of the delegates present. Article 16 The National Congress is held every five years. Due to special circumstances, it is necessary to advance or postpone the general election, which shall be voted by the Council or the Standing Council, reported to the competent business unit for review, and approved by the registration authority of the Association. However, the term of office shall not be extended for more than one year.

Article 17 The Council is the executive body of the members' congress, leading the association to carry out its daily work during the intersessional period and being responsible to the members' congress. Article 18 The functions and powers of the Council are: (1) to implement the resolutions of the members' congresses; (two) to elect and recall the chairman, vice chairman, honorary vice chairman (as executive director) and members of the presidium; (3) Preparing for convening a congress; (four) to report the work and financial situation to the Congress; (five) to decide to absorb or recall members; (6) Deciding to establish offices, branches, representative offices and entities; (seven) to decide on the appointment of honorary chairman, consultant and artistic director;

(8) To decide on the appointment of the Secretary-General, the Executive Secretary, the Deputy Secretary-General and the Deputy Secretary-General; (nine) to lead the work of the institutions of this Association; (ten) to formulate internal management system; (eleven) to decide on other major issues. Article 19 A meeting of the board of directors shall be held only when more than two thirds of the directors are present, and its resolutions shall take effect only after being voted by more than two thirds of the directors present. Article 20 The Council shall meet at least once a year; Under special circumstances, an exchange meeting can also be held. Article 21 The Association shall establish a standing council. The Standing Council is elected by the board of directors. When the board of directors is not in session, it exercises the functions and powers of Article 18 (1, 3, 5, 6, 7, 8, 9, 10) and is responsible to the board of directors (the number of standing directors shall not exceed 65,438+0/3 of the number of directors). Article 22 The Standing Council shall be convened only when more than two-thirds of the executive directors are present, and its resolutions shall take effect only after being voted by more than two-thirds of the executive directors present at the meeting. Article 23 The Standing Council shall meet once a year; Special circumstances can also be held by means of communication. Article 24 The chairman, vice-chairman, honorary vice-chairman (executive director), members of the presidium and secretary-general of this Association must meet the following conditions: (1) Adhere to the party's line, principles and policies and have good political quality; (2) It has great influence in the business field of the Association; (3) The chairman, vice-chairman, members of the presidium, honorary vice-chairman (executive director) and secretary-general shall be no more than 70 years old, and the secretary-general shall be full-time;

(4) Being in good health and able to stick to normal work; (5) Having not been subjected to criminal punishment of deprivation of political rights; (6) Having full capacity for civil conduct; (7) Having a considerable cultural level. Article 25 The chairman, vice-chairman, members of the presidium and secretary-general of the Association shall be approved by the Council, reported to the competent business unit for examination, and approved by the registration authority of the Association before taking up their posts. Article 26 The chairman, vice-chairman, honorary vice-chairman, members of the presidium and the Secretary-General of the Association shall hold office for five years and may be re-elected. If the chairman, vice-chairman, honorary vice-chairman, members of the presidium and the Secretary-General need to extend their term of office due to special circumstances, they shall be approved by more than two-thirds of the representatives of the Congress, reported to the competent business unit for review, and approved by the registration and management organ of the association before taking office. Article 27 The president of this Association is the legal representative of this Association. The legal representative of this Association shall not concurrently serve as the legal representative of other organizations.

Article 28 The chairman of this Association shall exercise the following functions and powers: (1) Convene and preside over the Council or the Standing Council; (two) to check the implementation of the resolutions of the members' congress, the Council or the Standing Council; (3) Signing relevant important documents on behalf of the Association; (4) Attend social activities on behalf of the Association. Article 29 The Secretary-General of the Association shall exercise the following functions and powers: (1) Preside over the daily work of the office and organize the implementation of the annual work plan; (2) Coordinating the work of branches, representative offices and entities; (3) Nominating the Deputy Secretary-General and the principals of offices, branches, representative offices and units, and submitting them to the meeting of the Secretary-General of the President for decision; (four) to decide on the employment of full-time staff of offices, representative offices and entities;

(five) decided to set up a calligraphy professional committee and working committee, and appointed the person in charge. (6) Handling other daily affairs.

Chapter V Principles of Asset Management and Use

Article 30 The sources of funds for the Association are: (1) membership fees; (2) donation; (3) government funding; (4) Income from activities or services provided within the approved business scope; (5) interest;
