1. Comprehensively implement community closed management. For communities with property management, the community property company must fulfill the main responsibility for epidemic prevention and control. In principle, the community only retains one entry and exit channel. For communities without properties, in accordance with the principle of territoriality, a special team is composed of community cadres, community police, grid members, and volunteers to implement prevention and control measures such as closed management. All persons entering and exiting the community must wear masks, and those who enter without masks will be reminded to persuade them to return. Everyone entering and leaving the community will have their temperature checked.

2. Strictly check and register vehicles and personnel passing through the community. All persons and vehicles entering the community will be checked and registered one by one. Persons from key epidemic areas (Wuhan, Hubei, Wenzhou, etc., the same below) who do not live in the community are not allowed to enter the community. Other non-community personnel and vehicles will be strictly controlled, and special circumstances will be registered and recorded by the management staff. Express delivery and takeaway personnel are not allowed to enter the community, and owners must go outside the gate to collect the items themselves.

3. Pay attention to key personnel in key areas. Those who have traveled to other provinces and key epidemic areas (the same scope as above) in the past 14 days must proactively report to the community where they live as soon as possible; those who do not proactively declare or refuse to accept temperature measurement, medical observation and other prevention and control measures will be prosecuted according to law. responsibility. People who come to Nanjing from key epidemic areas and who live in this community and have a history of travel to key epidemic areas must implement strict home isolation and hard control, and clearly define the person responsible for control. 4. Supervise timely medical treatment. Residents who develop symptoms such as fever and cough must seek medical advice promptly and report to the community as soon as possible. If a person under home isolation develops fever, cough or other abnormal conditions, they should promptly report to the street and community health department, and call 120 to transfer the patient to a designated medical institution to ensure immediate diagnosis and treatment.

5. Strengthen community environmental governance and rental housing management. During the epidemic prevention period, we will do a good job in community cleaning and disinfection, garbage classification and disposal, elevator disinfection, etc., and organize and carry out comprehensive prevention and control of vector organisms focusing on environmental improvement and supplemented by drug disinfection. Implement the main responsibilities of rental housing management, strengthen the management of tenants, and report any situation in a timely manner. If an epidemic occurs in a rental house and fails to be reported in time, the unit or individual who rents the house will be held accountable according to law.

6. Strictly control public places. All public places in the community that are not necessary for residents' daily life are closed. Farmers' markets, supermarkets, pharmacies and other places have reasonable business hours and are disinfected regularly. Everyone who enters must have their temperature taken and wear masks.

7. Suspend the construction of various projects. Construction of decoration projects by owners in the community, renovation of water, electricity and gas pipelines in the community, and rainwater and sewage diversion projects are all suspended. If water, electricity, gas, street lights, etc. need urgent repairs, they should be reported to the community for approval, and the temperature of construction workers should be measured and registered.

8. Raise the public’s awareness of prevention and control. Through various forms such as community bulletin boards, hanging slogans, WeChat public accounts, community broadcasts, and the establishment of community and building WeChat groups, disease prevention and control information is conveyed to every family and everyone, creating a mass prevention and control, scientific prevention and control system. Maintain a prevention and control atmosphere of "don't spread rumors, don't spread rumors, and don't believe rumors", and report any abnormal situations in a timely manner.

Article 45: When an infectious disease breaks out or becomes popular, the State Council shall have the authority, based on the needs of infectious disease control, to organize nationwide or cross-provincial, autonomous region, or municipality-level local people's governments at or above the county level. The authority has the right to urgently mobilize personnel or reserve materials within its own administrative region, and temporarily requisition houses, transportation vehicles and related facilities and equipment.
