Why can't qq members open SMS?

The operation of opening qq members by SMS is as follows:

1. Open official website, the Tencent recharge center, in the browser in the computer, as shown in the figure. After opening the webpage, click on the top right corner to log in to QQ account. After successfully logging in, you can open a qq member on your mobile phone.

4. Enter the mobile phone number in the text box, and then click "Next" button.
