How to use the charging subsidy for new energy vehicles in Shanghai

The charging subsidy funds cannot be withdrawn, and can only be used to pay the electricity charges generated when using personal charging piles with independent pile tables in this city, or the electricity charges and service charges generated when charging in public or special charging facilities in this city and using the municipal platform for data collection and monitoring of charging facilities in Shanghai.

Shanghai New Energy Vehicle Charging Subsidy Application Process

1. After accepting the purchase of new energy vehicles by consumers and completing the vehicle registration procedures, they can log in to "follow the bid" through their personal accounts (officially launched on May 3), submit an online application for charging subsidy funds to the Municipal Development and Reform Commission, and submit the following information: (1) Applicant's name, valid ID and number; (2) When the applicant purchases a new energy vehicle, the purchase invoice and related materials issued by the automobile sales organization; (3) The designated bank debit card held by the applicant himself; (4) The mobile phone number of the applicant in this city (it must be consistent with the mobile phone number reserved in the above-mentioned designated bank); (five) the vehicle license number of the new energy vehicle that has completed the registration; (6) Other materials that need to be supplemented in the audit process.

The personal account used by the applicant to log in for the bid must be held by himself and authenticated by his real name. If it is really impossible to carry out real-name authentication, after submitting relevant information online, the applicant will bring the original valid identity certificate to the designated site for verification according to relevant requirements.

The identity information submitted by the applicant shall be consistent with the vehicle purchase information registered in the automobile sales organization and the vehicle owner information registered in the vehicle management department of the Municipal Public Security Bureau. If the information is incomplete or without real-name authentication, the relevant application will not be accepted.

2. After the Municipal Development and Reform Commission accepts the application, the Municipal Economic and Information Committee, the Municipal Communications Commission, the Municipal Public Security Bureau and the third-party institutions will compare the application materials, and put forward audit opinions within 15 working days after accepting the application. If the application information is consistent with the vehicle purchase information and registration information and falls within the scope of subsidies as stipulated in these Rules, it shall be approved. After comparison, in any of the following circumstances, the application will be returned: (1) The personal information submitted by the applicant is inconsistent with the car purchase information registered in the vehicle sales agency and the information registered in the vehicle management department of the Municipal Public Security Bureau; (2) Failing to go through the formalities of invoice and vehicle registration within the time limit specified in these Detailed Rules; (3) The nature of vehicle use is for business purposes; (4) Before this application, the applicant has obtained charging subsidy funds.

3. If the objection review does not meet the application requirements, the Municipal Development and Reform Commission shall promptly notify the applicant of the audit results by SMS. If the applicant disagrees with the audit results, he can submit a written application for review to the Municipal Development and Reform Commission within 15 working days. I will go to the designated place and submit the following written materials on the spot: (1) A copy of my valid identity document; (2) A copy of the vehicle driving license; (3) Copy of vehicle purchase invoice and sales contract.

After receiving the application for review, the Municipal Development and Reform Commission shall put forward the review opinions within 30 working days and notify the applicant by SMS. If it still does not meet the subsidy conditions after examination, the applicant's application will no longer be accepted.

4. Fund transfer and designated account

The applicant's application materials meet the requirements after examination, and if there is no objection after publicity, the Municipal Development and Reform Commission will summarize the information and amount of subsidies to consumers and report to the Municipal Energy Conservation and Emission Reduction Office; After the approval of the Municipal Energy Conservation and Emission Reduction Office, the capital plan will be issued and copied to the Municipal Finance Bureau; After summarizing, the Municipal Development and Reform Commission shall regularly submit to the Municipal Finance Bureau the consumption information and subsidy amount that meet the disbursement conditions after examination and confirmation, and apply for fund disbursement; The Municipal Finance Bureau shall allocate funds in accordance with the relevant provisions of centralized treasury payment.

The subsidy funds will be allocated to the designated account in monthly installments, and each person will be allocated 150 yuan per month until the cumulative allocation reaches 5,000 yuan.
