Each project county (field, unit) should establish a traceability system for the production quality of formula fertilizer, organize regular spot checks on the fertilizer market, earnestly safeguard the rights and interests of legitimate enterprises and protect the vital interests of farmers.

5. Formula fertilizer production and operation enterprises are responsible for the processing and supply of formula fertilizer, establish and improve the production and sales ledger, record the information such as the name of the buyer, the variety of fertilizer purchased, the purchase quantity, etc., and send a copy to the soil fertilizer technology promotion department of the project county.

6. The project township (town) people's government is responsible for organizing villagers' committees and farmers' professional cooperative organizations in the project area to implement the designated sales place of formula fertilizer, implement the promotion area, and do a good job in publicity and organization and coordination.

7. Villagers' committees or farmers' professional cooperative organizations in the project area are responsible for organizing farmers to cooperate with the collection of soil samples according to the planning and requirements, fill in basic statistical tables as required, and issue suggestions cards for soil testing and formula fertilization to farmers in the project area.

(3) Supervision and management

Provinces (autonomous regions and municipalities) should sign project contracts with project counties (fields and units) to clarify the objectives and tasks, technical indicators, quality standards, fund management and reward and punishment measures of the subsidy project for soil testing and formula fertilization.

Agricultural administrative departments and financial management departments at all levels should strengthen supervision and management, strengthen project inspection and guidance in accordance with the project implementation plan and project contract, and timely grasp the implementation of project tasks, the use of funds, work progress and effect evaluation. Strengthen project assessment, improve assessment methods and reward and punishment mechanisms, and take farmers' satisfaction, technology popularization rate and formula fertilization rate as important assessment contents. The project counties (fields, units) with nonstandard project management, lack of professionals, insufficient attention from local governments, poor project implementation effect and unqualified acceptance shall be given to informed criticism for rectification within a time limit. If the problem is serious, its project qualification will be cancelled, project funds will no longer be arranged, and it will be dealt with according to law and discipline.
