Article 1 In order to implement the talent housing security work in our city, these rules are formulated according to some specific problems in implementing the "5+22" talent policy.

Article 2 These Provisions shall apply to the housing security of high-level talents, talents in short supply in urban development, newly-employed and self-employed college graduates within the administrative area of Dalian. Local new academicians, outstanding talents of the national "Ten Thousand Talents Program" and other cutting-edge talents may refer to these rules.

Article 3 Guarantee methods and subsidy standards:

(1) Housing security for high-level talents adopts the method of granting resettlement fees. The standard is 5 million yuan for top talents, 2.6 million yuan for leading talents, 0.2 million yuan for high-end talents and 300,000 yuan for young talents, which will be distributed in three years according to the proportion of 60%, 20% and 20%. High-level talents must fulfill the labor (employment) contract for 3 years, and if they are less than 3 years, the remaining resettlement fees will be stopped from the date of termination of the contract.

(two) housing security for urban development shortage of talents, new employment or self-employed graduates, to give rental subsidies or housing subsidies. Rental subsidies are paid quarterly according to the standards of 3,000 yuan per month for talents in short supply in urban development, 2,500 yuan per month for doctors, 1.000 yuan per month for masters and1.000 yuan per month for undergraduates, with a guarantee period of 3 years; The housing subsidy is aimed at the above-mentioned people who buy the first commercial housing. The standard is 6.5438+0.2 million yuan for urban development talents, 6.5438+0.000 yuan for doctors, 60,000 yuan for masters and 40,000 yuan for undergraduates, which will be distributed in three years according to the proportion of 40%, 30% and 30%. If the owner of the purchased house is more than 2 people (inclusive) and all meet the guarantee conditions, it can be guaranteed according to the highest standard 1 person among qualified talents. If the standards stipulated in Article 3 of these Rules are no longer met within the guarantee period, the subsidy will be stopped.

(three) during the period of enjoying the lease subsidy, the first set of commercial housing can be purchased continuously, and the amount of housing subsidy can be deducted from the amount of rental subsidy received. Rental subsidies and housing subsidies (including rental subsidies) cannot be enjoyed repeatedly, and the cumulative payment time of the two subsidies shall not exceed 3 years.

Article 4 Conditions for applying for housing security for talents:

(a) high-level talents to apply for resettlement fees shall meet the following conditions:

1. The municipal human resources and social security department recognizes it as a high-level talent and issues a recognition opinion;

2. Sign a labor (employment) contract with the employer in this Municipality for more than 3 years (inclusive);

3. The employer issued an opinion agreeing to pay the resettlement fee.

(two) urban development shortage of talents to apply for rental subsidies and housing subsidies shall meet the following conditions:

1. The municipal human resources and social security department identifies the talents in short supply in urban development and issues identification opinions;

2. Sign a labor (employment) contract with the employer in this Municipality for more than 3 years (inclusive);

3. The applicant's housing (including apartment) without property rights in the area where the unit is located (Zhongshan District, Xigang District, Shahekou District, Ganjingzi District and High-tech Park are regarded as one area);

4. The employer issued an opinion agreeing to grant subsidies. To apply for housing subsidies, you need to buy a house before you are eligible for housing subsidies. The purchase time is based on the filing time of the first set of commercial housing (including apartments, the same below) sales contract, and the subsidy payment time is based on the time of obtaining the property right certificate (the same below).

(three) new employment or self-employment of college graduates to apply for rental subsidies and housing subsidies shall meet the following conditions:

Article 5 Qualification determination and subsidy payment:

The municipal human resources and social security department is responsible for the qualification identification of high-level talents and talents in short supply in urban development, and the employer applies to the municipal human resources and social security department; According to the opinions of the municipal human resources and social security department, the municipal housing and urban-rural construction department applies for funds and provides resettlement fees and subsidies for high-level talents and talents in short supply in urban development.

Qualifications and subsidies for newly employed or self-employed college graduates.

Adopt the principle of localization. I or the employing unit shall apply to the human resources and social security department of the district, city and county (open pilot area) where the employing unit is located with relevant requirements, and the human resources and social security department of the district, city and county (open pilot area) shall confirm the applicant's academic qualifications, labor contract (or self-employment related certificate), payment of social insurance, opinions of the employing unit, etc. , and the final qualified list and the basic information of the applicant are summarized and transmitted to the housing and urban-rural construction departments of districts, cities and counties (open pilot areas) for housing inspection. The housing and urban-rural construction departments of all districts, cities and counties (open pilot areas) shall implement the guarantee in an orderly manner according to the plan issued by the municipal housing and urban-rural construction department. Rental subsidies are issued by the housing and urban-rural construction departments of all districts, cities and counties (open pilot areas). Before subsidies are distributed quarterly, the human resources and social security departments and housing and urban-rural construction departments of all districts, cities and counties (open pilot areas) must re-examine the qualifications of talents. Housing subsidies shall be paid by the housing and urban-rural construction departments of cities and counties (open pilot areas) in conjunction with the real estate registration departments of cities and counties (open pilot areas). Sixth high-level talent placement fees shall be borne by the municipal finance; Urban development is short of talents, new employment or self-employed college graduates' rental and housing subsidies are 75% borne by the municipal finance, and 25% by the district, city and county (open pilot area) where the employer is located.

For high-level talents and talents in short supply in urban development, the municipal human resources and social security department is responsible for compiling the annual talent quantity plan and submitting it to the municipal housing and urban construction department before the end of September each year. The municipal housing and urban-rural construction department estimates the capital demand according to the talent quantity plan, and after reporting to the office of the leading group for talent work in the city for approval, it will be transferred to the Municipal Finance Bureau for inclusion in the next fiscal budget. For college graduates who are newly employed or start their own businesses, the subsidy funds shall be paid in advance by the finance of all districts, cities and counties (open pilot areas). Article 7 All districts, cities and counties (open pilot areas) are the implementation subjects and responsible subjects of the talent housing security work in the local area, and the municipal housing and urban-rural construction departments shall guide and supervise the talent housing security work in the whole city. The municipal human resources and social security department should dynamically manage the talents introduced by the human resources and social security department in all districts, cities and counties (open pilot areas) to avoid the situation that the same talent repeatedly enjoys the housing security for talents in different parts of the city. The employing unit shall strictly fulfill the application and supervision responsibility of talent housing security, submit the resignation and resignation of talents to the human resources and social security department for re-identification, and notify the housing and urban-rural construction department in time if it does not meet the conditions. The municipal housing and urban-rural construction department should timely check the introduction of talent housing in all districts, cities and counties (open pilot areas), check relevant information, and stop subsidies for those who do not meet the conditions.

The rent of talent apartments invested by the government is still charged according to the difference, that is, the difference between the market rent of public rental housing paid by talents renting talent apartments and the standard rent of talent subsidies. If the standard rent of talent subsidy is higher than the market rent of public rental housing, the remaining standard rent of talent subsidy will not be paid.

Article 9 Before the promulgation of these Detailed Rules, the high-level talents, talents in short supply in urban development, newly-employed or self-employed college graduates who have been identified and insured according to the original measures will continue to be paid according to the original subsidy standards in line with the principle of old methods for the elderly and new methods for the newcomers.

Tenth these rules shall be interpreted and implemented by the municipal housing and urban-rural construction department in conjunction with the relevant departments, and the office of the Municipal Leading Group for Talent Work shall be responsible for overall coordination. The responsible department shall report to the office of the leading group for talent work in the city before and after the event.

Article 11 These Rules shall come into force as of the date of promulgation. If the relevant documents previously released are inconsistent with these Rules, these Rules shall prevail.
