You need to inform the other party in time that the money has not arrived, and let the other party check with the transfer bank as soon as possible. It is possible that the online banking operation error caused the card account to be refunded.

However, if, as far as you know, you don't have any clients/friends who will pay you the so-called funds in the near future, and you don't know this XXX in the short message, then you'd better ignore it.

If the remittance is true and has not been received now, the only way is to ask him to check with the transfer bank where the money is now. The money is unlikely to reach ICBC. There must be no turning back, or there is no turning at all for some reasons. You can only ask your friend to check in his bank in China. You can't check here unless the Bank of China says that the money has indeed been transferred to ICBC.
