12345 generally refers to the public service platform built by local people's governments, which consists of telephone 12345, mayor's mailbox, SMS, mobile phone client, Weibo, WeChat, etc. Not just the phone 12345.

Another example is complaining about stray dogs. Because there are relevant policies and regulations to deal with stray dogs in China, you can call 12345 to solve it. The police station has relevant departments to deal with stray dogs!
