Why doesn't ABC need verification code for fast online banking payment?

Agricultural Bank of China online banking express payment does not need verification code when the transfer amount is small.

Fast payment limit:

1, users without certificates are between 0 and 5,000 yuan, and those who exceed 200 yuan need SMS verification.

2.200-5,000 yuan (inclusive) requires SMS verification, but if a digital certificate has been installed, SMS verification is not required.

3, through the fast payment (including cartoons) to pay and recharge more than 5000 yuan need to install a digital certificate.
