Article 30 A telecommunication business operator shall provide services to telecommunication users in accordance with the telecommunication service standards stipulated by the state. The types, scope, tariff standards and time limits of services provided by telecom operators shall be announced to the public and reported to the telecommunications regulatory agencies of provinces, autonomous regions and municipalities directly under the Central Government for the record.

Thirty-third telecom operators should provide convenience for telecom users to pay and inquire. At the request of telecom users, telecom business operators shall provide free lists of charges for domestic long-distance communication, international communication, mobile communication and information services. When telecom users have unusually large telecom expenses, telecom business operators should inform telecom users at the first time and take corresponding measures once they find out. The huge telecom expenses mentioned in the preceding paragraph refer to the expenses that suddenly appear and exceed five times the average telecom expenses of telecom users in the first three months.
