Why can't I send short messages to some Fetion friends?

It is possible that the other party deleted you, or the other party set not to accept Fetion messages when offline. Or you're on each other's blacklist. Basically, everything is for each other. The only thing I can try here is to delete the reinstalled software. There were problems left over by the country before, and reinstalling the software can solve them.
