How much does Apple charge for handwritten SMS?

There is no charge for handwritten text messages.

There is a globe key at the lower left of the typing keyboard. You can switch between English handwriting and pinyin with one click.

Enter Settings General, Keyboard, add a new keyboard, and select Simplified Chinese Handwriting, thus adding handwriting.
