Is there a charge for delivering the notice?

Legal analysis: the service fee for the announcement is generally paid by the plaintiff. After the judgment comes into effect, the people's court shall refund the litigation costs that the winning party paid in advance but should not bear, and the losing party shall pay to the people's court, except that the winning party voluntarily bears or agrees to pay directly by the losing party.

Legal basis: Article 92 of the Civil Procedure Law of People's Republic of China (PRC), if the whereabouts of the addressee is unknown or cannot be served by other means specified in this section, it shall be served by public announcement. Sixty days after the announcement, it shall be deemed to have been delivered. When the announcement is served, the reasons and process shall be recorded in the file. Article 88 of the Civil Procedure Law of People's Republic of China (PRC) has difficulty in directly serving litigation documents, it may entrust other people's courts to serve them on its behalf or by post. If it is delivered by post, the date of receipt indicated on the receipt shall be the date of delivery.
