According to the relevant regulations of the Provincial Department of Civil Affairs on Printing and Distributing the Administrative Measures for Urban Community Workers in Hubei Province (Trial) (E Zhengfa [2021] No.42) and the District People's Government Office (Xiang Zhengban Letter [2021] No.20), in order to supplement the vacancy of "Urban Social Worker",

The relevant matters are hereby announced as follows:

I. Recruiting unit, number and position

Second, the recruitment conditions

(1) basic conditions

4. Have the professional knowledge, business ability and organization and coordination ability required for the post, love community work, have the spirit of public welfare and serving the people, and be willing to contribute;

5. Have the physical conditions and psychological quality to perform their duties normally;

6. Have a household registration in Xiangzhou District or a permanent population in Xiangzhou District (including a temporary population who has lived for more than one year); (Application materials: The proof materials of the registered residence or permanent population in Xiangzhou District are as follows: (1) Xiangzhou District Household Registration Book; (2) proof of residence for more than one year issued by Xiangzhou District community or police station; (3) Xiangzhou District real estate license; (4) Xiangzhou District Residence Permit.

One of the above four materials is enough.

In any of the following circumstances, I can also be regarded as a resident of Xiangzhou District or Xiangzhou District to participate in the registration:

(1) If one of the parents moved to Xiangzhou District from other urban areas of Xiangyang City, but the relevant personnel did not handle the household registration transfer, provide the proof of the unit where the parents belong and the proof of paying the endowment insurance in Xiangzhou District;

(2) If both parents are registered in Xiangzhou District, provide the parents' household registration book and proof materials of immediate family members.

The above proof materials of Xiangzhou district household registration or Xiangzhou district permanent residence are selected in the registration system.

7. At least 18 years old but under 40 years old (born on March 1983 to 1 day, 2005);

Third, the recruitment process

(1) Registration

1. Registration method: Registration, preliminary examination, inquiry, payment and printing of the registration form and admission ticket for this recruitment examination are all conducted through Xiangzhou Personnel Examination Network (website).

2. Registration time: March 2023 1 Sunday afternoon 15: 00 to March 10 noon 12: 00, and the overtime registration system will be closed.

3. Registration method: Please log in to Xiangzhou Personnel Examination Network within the specified time, click "Online Registration" to enter the list of items that can be registered, click "I want to register" to fill in the registration information truthfully, upload a recent 1 inch bareheaded electronic color photo (JPG format, photo size less than 20KB, clear facial features and complete photo frame), and require candidates to fill in the registration information completely, truly and accurately.

Anyone who does not apply in good faith or provide false certification materials will be disqualified from applying for or hiring after being verified in the next recruitment work.

Those suspected of committing a crime shall be handed over to judicial organs for handling.

If the required information is blank, it is considered as not having passed the review. Applicants should read the announcement carefully, and only one position can be selected for registration.

The registration serial number randomly generated by the system is an important basis and key information for candidates to query the qualification examination results, download and print the admission ticket, and query the results. Applicants must remember it.

4. Qualification examination: The employer conducts qualification examination on Xiangzhou Online according to the recruitment conditions. The online qualification examination time is from March 1 day 15: 00 to March 12: 00 in 2023, and candidates can check the qualification examination results simultaneously.

At that time, applicants who fail the examination will not be able to modify and submit their personal information.

5. Online payment: Applicants who have passed the preliminary examination should log in to Xiangzhou District Personnel Examination Network for online payment confirmation from March 1 Sunday afternoon 15: 00 to March 17: 00, 2023 (see Annex 2: Registration Operation Guide for specific operations).

After the online registration is confirmed, according to the document (E Jia Fei Zi [2007] 18), each candidate is required to pay the written examination fee 100 yuan (50 yuan for each subject) online.

Note: The poor people in rural areas, low-income people in urban and rural areas, and urban and rural poor relief and support personnel who have set up their cards should register online to pay the fees first, and then go to the examination office to go through the formalities of refunding the fees with valid proof materials and the payment notice downloaded and printed online after the written examination on the same day.

The rural poor object certificate is issued by the rural revitalization department of the county (city, district) where the family is located, and the urban and rural subsistence allowances and urban and rural poor relief support object certificate is issued by the civil affairs department of the county (city, district) where the family is located.

Because the registration system must confirm the registration by paying, it adopts this way of "paying first and then returning".

Applicants who fail to confirm the payment on time during the payment period are deemed to have given up automatically.

The specific payment method is as follows: after passing the preliminary examination, candidates re-enter the registration system, click the online payment button, enter the online payment confirmation page, and carefully read the red prompt information.

Scan the payment QR code on the online payment confirmation page for online payment.

Those who fail to pay the fee within the specified time shall be deemed to have given up the exam automatically.

After successful registration, candidates should print and sign the registration form and keep it properly for use in qualification examination.

(2) written examination

1. The written test is divided into two subjects: basic knowledge of public affairs and comprehensive application ability.

According to the principle of consistency in examination and use, the written test should test the basic knowledge of politics, Chinese, domestic current affairs and politics, computers, community governance, social work and so on that people with college education or above should know.

2. Applicants in the same batch can only choose one position to apply.

The ratio between the number of candidates to be recruited and the number of written applicants should generally reach 1:3. If the written test fails to reach the prescribed proportion, the post shall be cancelled or the recruitment plan for the post shall be reduced; Candidates who are unable to take the written test due to the cancellation or reduction of positions will be refunded the registration fee; Candidates who have participated in the written examination will not be refunded if they fail the qualification review.

The minimum admission score for written test is 45 points.

3. Time and place of written test: The time and place of written test shall be subject to the admission ticket, and the time for printing the admission ticket shall be notified separately on Xiangzhou Personnel Testing Network.

4. Candidates should pay attention to the weather on the day of the test and the traffic situation near the test center in advance, and make travel and food planning.

Due to the need of epidemic prevention, the entrance examination takes a long time, so candidates should arrive at the test center as soon as possible.

(3) Interview

According to the order of candidates' written test scores from high to low, the interview candidates are determined according to the ratio of 1: 2 in the job recruitment plan.

Finally, people with the same score will enter the interview together.

For the recruitment positions that do not meet the above requirements, the reduction or cancellation of recruitment plans will be announced on Xiangzhou Personnel Examination Network.

At the beginning of the interview, the candidates missed the exam, so only 1 people entered the interview because they couldn't make up. They are allowed to interview, and the minimum qualified score is 75 points. Candidates who do not reach the minimum qualified score line cannot enter the physical examination and inspection stage.

The time and place of the interview will be notified separately on Xiangzhou Personnel Examination Online (the short-listed candidates need to pay the interview fee, 50 yuan).

(4) Calculation of test scores

The total score is calculated according to the proportion of written test accounting for 50% of the total score and interview accounting for 50% of the total score.

If the total score is the same, the one with high written test scores ranks first; If the written test scores are the same, the one with the highest written test scores is preferred. If the written test scores of the first subject are the same again, they will be ranked in the top according to their high education, high education and political outlook, that is, party member, party member, retired soldiers and Xiangzhou District household registration.

(5) Physical examination and evaluation

After the interview, according to the ratio of the number of job recruitment plans to the number of applicants 1: 1, the physical examination and assessment personnel will be determined from high score to low score.

Physical examination and assessment are organized by the District Human Resources and Social Security Bureau.

(6) Publicizing the list of persons to be employed.

Xiangzhou District People's Social Security Bureau determines the list of personnel to be employed by each employer according to the results of physical examination and inspection, and publicizes it to the public for 7 working days on Xiangzhou District Personnel Examination Network.

During the publicity period, if it is found that the person to be employed violates the examination and inspection discipline and does not meet the employment conditions, the employment qualification will be cancelled.

The total score is valid for one year. If there are vacancies in the same type of positions, candidates with a total score of 60 or above will be replenished in order from high score to low score.

(7) Post arrangement

Recruited staff who have passed the pre-job training shall be filed with the District Human Resources and Social Security Bureau, and the employer shall select the best candidates from high to low according to the job requirements.

"City social worker" post staff should sign a five-year fixed-term labor contract, but shall not exceed the employment age limit.

After the expiration of the labor contract, the labor contract can be renewed after passing the examination of both parties.

If it meets the statutory conditions for concluding an open-ended labor contract, an open-ended labor contract shall be signed.

Fourth, relevant treatment.

The salary standard of the personnel recruited to the post shall be implemented in accordance with the relevant provisions of the Notice of the Provincial Civil Affairs Department on Printing and Distributing the Administrative Measures for the Performance of Duties of Urban Community Workers in Hubei Province (Trial) (E Min Fa [2021] No.42).
