The volunteer card needs to be issued to the applicant by the registration agency. The relevant requirements for registered volunteers are as follows:

Measures of China Municipality on the Administration of Registered Volunteers

Article 7 Basic conditions:

(1) Having reached the age of 18 or 16- 18, and taking their own labor income as their main source of livelihood. People between the ages of 14 and 18 must obtain the consent of their legal representatives. Students under the age of eighteen apply for registration, which shall be handled according to the relevant regulations of the school;

(two) have the basic ability and physical fitness to participate in voluntary service;

(3) Abide by national laws and regulations and the relevant provisions of the registration agency. Sixteenth star certification system is organized and implemented by the provincial Communist Youth League Committee and volunteer associations. The registration agency is responsible for the specific certification work, and according to the accumulated time of volunteers participating in volunteer service after registration, they are identified as one to five-star volunteers. After the star volunteers are identified, they can be marked on their registration certificates by the relevant registration agencies and wear corresponding signs:

(a) after registration, volunteers who have participated in volunteer service 100 hours are recognized as "one-star volunteers";

(two) after registration, volunteers who have participated in voluntary service for a total of 300 hours are identified as "two-star volunteers";

(3) Volunteers who have participated in voluntary service for 600 hours after registration are recognized as "Samsung Volunteers";

(4) Volunteers who have participated in volunteer service 1000 hours after registration are identified as "four-star volunteers";

(5) Volunteers who have participated in voluntary service 1500 hours after registration are recognized as "five-star volunteers".
