If the perpetrator knowingly fabricates facts that damage the reputation of others and carries out acts that spread on the information network, which have caused actual damage subjectively, intentionally and objectively, and the circumstances are bad, he shall be convicted and punished for libel. If the perpetrator does not know that the false facts fabricated by others are published online, even if it does some damage to the victim's reputation, it does not constitute libel.
