What's the tariff for the telecom "short message" service?

China Telecom's "short message" service and its content service will generate two expenses, namely communication fee and information fee.

1. Communication fee: the fee generated by using China Telecom's communication network will be charged by China Telecom to users.

2. Information fee: The fee generated by using the service provided by the content/service provider (SP/CP) will be collected by China Telecom on behalf of SP/CP, shared with SP in a certain proportion, and charged at the same time as the mobile phone bill.
