In 2007, the policy of Xiaoshengchu in Chaoyang District was introduced!

According to the spirit of the Beijing Municipal Education Commission's Opinions on the Admission of Primary Schools and Junior High Schools in 2007 and the Work Plan for Junior High School Graduates in Chaoyang District in 2007, combined with the actual education in our district, this implementation opinion is formulated.

First, the overall requirements of junior high school entrance work:

(A) to strengthen leadership, responsibility to the people.

1, set up work leading groups at all levels.

(1) Chaoyang District 2007 primary school graduates into junior high school work leading group was established.

The deputy director of the Education Department serves as the team leader, the director of the Education Committee serves as the executive team leader, the director of the Education Committee serves as the deputy team leader, and the heads of Chinese Education Department, Primary Education Department, Sports Art Department, Discipline Inspection and Supervision Department, Finance Department, Audit Department, Policies and Regulations Department, District Entrance Examination Center, District Teaching and Research Center and other relevant departments are members of the leading group.

(2) Set up an executive group for junior high school graduates in Chaoyang District in 2007.

The director of the district entrance examination center is the team leader, the deputy director of the center and the director of the small enrollment office are the executive team leaders, and all the staff of the small enrollment office and the heads of each campus are members of the executive team.

(3) Each school district and primary school directly under it set up a leading group for primary school graduates to enter junior high school in 2007.

The leading group of each school district is headed by the school district secretary and director, the education and teaching cadres are the executive leaders, and the principals or directors of the schools affiliated to the school district are members of the leading group.

The primary school directly under the central government is headed by the principal, the leader in charge of this work is the executive leader, and the grade leader or class teacher is a member of the leading group.

Each school district and primary school directly under it shall submit the list of leading bodies before April 6.

2, each functional department is responsible for the specific work.

(1) The Small Admissions Office of the District Admissions Examination Center is responsible for the specific implementation of the junior high school entrance work plan.

(2) Each school district and primary school directly under it shall designate a special person to be responsible for junior high school enrollment.

(3) The junior high school entrance work plan shall be interpreted by the District Entrance Examination Center, the Language Education Department, the Primary Education Department and the Sports Art Department according to their respective responsibilities, and the implementation process of the plan shall be coordinated by the Small Admissions Office of the District Entrance Examination Center.

(2) Strengthen publicity to ensure stability.

1. Establish an online publicity platform based on the website of the senior high school entrance examination center in the district to provide students and parents with the policies of the city and district on junior high school entrance examination in 2007 and the information of the middle schools in Chaoyang District.

2. Publish the brochure "Introduction to Some Middle Schools in Chaoyang District" and distribute it to every primary school graduate to fully publicize the school-running characteristics of junior high schools in our district, so that students can fully understand the school-running characteristics and achievements of schools around them.

3. All school districts and primary schools directly under the Central Committee should organize school staff to seriously study the relevant documents of Beijing and Chaoyang District in 2007 about primary school graduates entering junior high schools.

4. All primary schools should hold parent-teacher conferences for primary school graduates in time, and thoroughly publicize the spirit of relevant documents of the city and district, so that primary school graduates can be promoted to junior high school.

5. Establish a linkage mechanism between primary and secondary schools and build a publicity platform for Xiaoshengchu with the characteristics of our region. Parent-teacher conferences for primary school graduates are reasonably organized by primary schools and school districts, and secondary schools publicize the characteristics of running schools on the spot and comprehensively introduce secondary schools in our district.

6. Carry out counseling and guidance activities for primary school graduates to enter junior high school, hold class teacher's work meetings and parent-teacher meetings in sections, correctly guide students to enter higher schools, control blind school selection, and alleviate the pressure brought by "school selection fever".

7. All enrollment schools carry out colorful publicity activities, take various forms such as going out and coming in, strengthen the connection between secondary schools and primary schools, and build a platform for students to understand secondary schools.

(3) Strengthen management and standardize operation.

1, each primary school is responsible for the junior high school enrollment registration of primary school graduates. Before April 20, all primary schools organized graduates to register for junior high school entrance and fill in the Registration Form for Junior High School Entrance.

Before July 8th, all primary schools will be fully responsible for the management of their graduates.

3. Schools in all districts and primary schools directly under them should carefully examine the "Registration Form for Junior High School Entrance" of graduates, and submit it to the district entrance examination center for Xiaoshengchu admission according to the specified time and requirements.

4. Middle schools can't screen new students by holding training classes and cram schools in various names for primary school students, nor can they screen new students by organizing academic competitions or various activities for primary school students.

5. All kinds of schools must be approved by the Small Admissions Office of the District Admissions Examination Center to publish enrollment advertisements.

6, to undertake the task of unified distribution in the local area of the school system reform pilot schools, the admission conditions and methods are the same as those of public schools.

7. Primary school graduates who are not enrolled in the registered permanent residence or the actual place of residence of their families but need to go back to the local area to attend secondary schools should go through cross-film procedures within the specified time, and any secondary school assigned to the local area is regarded as the nearest school.

8. Students studying in boarding schools must show their medical certificates (including liver function tests) in hospitals at or above the county level in this city after April 2007.

9, approved by the Education Bureau can accept the "* * * construction" unit employees' children's schools, to strictly regulate the "* * * construction" behavior, strictly control the number of "* * * construction" unit employees' children.

10, middle schools are not allowed to charge admission fees. In the process of junior high school entrance, the traditional project schools test the special students' stylistic skills in strict accordance with the relevant provisions of the Letter on Testing the Charge Standard for Special Students with Primary School Graduation (J (R) Zi [1998] No.288). Pilot schools for the reform of the school-running system can charge tuition fees for one academic year according to the standards approved by the price management department; Private schools can charge tuition fees for one semester or one academic year according to regulations.

All kinds of school fees shall be subject to the charging standards approved by the relevant departments such as prices, and shall not be charged across the year, and shall not exceed the provisions of the "Beijing unified charging items and standard cards for primary and secondary schools" to charge independent project fees.

Disabled students among primary school graduates (with certificates issued by relevant departments) can be transferred to special education schools or enrolled in ordinary middle schools in regular classes according to their degree of disability after being audited by school districts or primary schools directly under them and reported to the Small Admissions Office of the District Admissions Examination Center for the record.

12. According to the Notice of the General Office of the Beijing Municipal People's Government on Forwarding the Opinions of the Municipal Education Commission and Other Departments on Implementing the Document of the General Office of the State Council on Further Improving the Compulsory Education for the Children of Migrant Workers (J.F.F. [2004] No.50), all middle schools should earnestly do a good job in the promotion of migrant children to junior high schools, actively create conditions, and actively accept students from other provinces and cities living in our district when conditions and abilities permit.

Students who apply for borrowing in our district can go through the relevant formalities in accordance with the Notice of Beijing Municipal Education Commission on Strengthening the Management of Receiving Borrowing Students in Primary and Secondary Schools (Beijing Education Supervision [2002] No.36) one week before the start of school.

The children of migrant workers who come to Beijing for employment can borrow from public schools, and they can be exempted from borrowing fees by providing the school with the Certificate of Borrowing Children of Migrant Workers who Come to Beijing for Employment and five certificates, such as household registration certificate, certificate of no guardian at the place where they live, temporary residence permit, work permit and housing certificate.

13. After primary school graduates enter junior high school, all middle schools should strictly strengthen the management of freshmen's status, control the abnormal flow of freshmen, prohibit public schools from accepting freshmen who have been admitted by other schools without authorization, and ensure the normal education and teaching order of all schools.

Second, the specific registration method for junior high school entrance

(1) The sixth-grade fresh graduates who have an official residence in Beijing and study in the primary schools affiliated to Chaoyang District shall be enrolled in junior high schools by their schools, and the Registration Form for Junior High Schools in Chaoyang District shall be filled out before April 20, 2007.

(two) primary school graduates cross county registration method:

Graduates of Chaoyang Primary School whose students' registered permanent residence or family's actual residence is in other districts and counties may apply to go back to other districts and counties to attend junior high schools, and register according to the following procedures:

1. Parents and students submit a written application to the primary school where they attend, and fill in the Registration Form for Junior High School Admission in the primary school.

2. The school shall review the relevant materials, fill in the List of Primary School Graduates in Chaoyang District who applied for Cross-county Continuing Education in 2007 (in duplicate), and bring the written application of the students and their parents, the junior high school entrance registration form of the students, the student's family register and the actual residence certificate of the family (original) on May 9, 2007 (Wednesday)-10 (Thursday).

3. The Small Admissions Office of the District Admissions Examination Center shall affix the "Agree to Step Out" chapter on the "Registration Form for Junior High School Entrance" of students who meet the cross-regional procedures and register. Our district is no longer responsible for this student's junior high school entrance.

4. Parents of students will go through the registration formalities at the place where they registered or the district where their families actually lived from Friday to Saturday, May, 2007, with the students' Registration Form for Junior High School Entrance, household registration book, proof of their actual residence (house property certificate or purchase contract, purchase invoice) and other materials.

(3) Registration methods for primary school graduates entering our district:

Graduates of primary schools in other districts and counties in Chaoyang District who have their students' registered permanent residence or family's actual residence (with real estate license or purchase contract and purchase invoice) can apply to go back to Chaoyang District to attend junior high school, and register according to the following procedures:

1. Students and parents apply to the school and contact the district/county admissions department where the school is located to handle relevant procedures.

2. Parents of students will register at Chaoyang District Admissions Examination Center from Friday to Saturday, May, 2007 with the Registration Form for Junior High School Admission, household registration book, and proof of the actual residence of their families (house title certificate or purchase contract, purchase invoice) and other materials recognized by the districts and counties where they are enrolled.

3. Primary school graduates who have gone through the formalities of going back to the district for further studies will return the "Registration Form for Junior High School Entrance" to their school and return it to the Small Admissions Office of Chaoyang District Admissions Examination Center before June 23, 2007 (Saturday).

4. Cross-regional students should return the Registration Form for Junior High School Admission, which is regarded as a student in Chaoyang District, and make unified arrangements for admission to the nearest school.

(four) registration methods for primary school graduates from other provinces and cities who return to Beijing for further study:

Primary school graduates with official household registration in Beijing and students' household registration or actual family residence (with real estate license or purchase contract and purchase invoice) belong to Chaoyang District can apply to go back to Chaoyang District to attend junior high school, and register according to the following procedures:

1. The primary school you are currently attending will issue a new primary school graduate certificate, graduation comments and graduation achievement certificate.

2. Before June 20th, parents of the students should take the above certificate, household registration book, proof of the actual residence of the family (house title certificate or purchase contract, purchase invoice) and two one-inch bareheaded photos of the students to the Small Admissions Office of Chaoyang District Admissions Examination Center and fill in the Chaoyang District Junior High School Admission Registration Form.

3. Primary school graduates who have gone through the formalities of returning to Beijing for further studies are regarded as students in Chaoyang District, and unified arrangements are made for admission to the nearest school.

(5) Registration method for primary school graduates applying for cross-film distribution in Chaoyang District:

Students who need to enroll in a new nearby school (except in the same area and adjacent areas) because of their home address or household registration (with real estate license or purchase contract, purchase invoice, household registration book and other relevant certificates) shall register according to the following procedures:

1. Parents and students submit a written application to the primary school where they attend, and fill in the Registration Form for Junior High School Admission (the time of family relocation and household registration is indicated in the remarks column of the registration form).

2. The school shall review the relevant materials, fill in the List of Graduates from Chaoyang District in 2007 (in duplicate) for the students who meet the requirements, and bring the written application of students and their parents, the Registration Form for Junior High School Admission, the students' household register and the actual residence certificate (housing) on May 9, 2007 (Wednesday)-10 (Thursday).

3. The Small Admissions Office shall stamp the "Agree to Cross-film" chapter on the "Registration Form for Junior High School Entrance" of students who meet the cross-film procedures and register.

4. The "Registration Form for Junior High School Admission" for students who meet the cross-film procedures shall be submitted together with the school district and the primary schools directly under it, and shall be uniformly included in the distribution plan by the small enrollment office of the district entrance examination center, and submitted together with the cross-film distribution method.

(6) Borrowing the registration methods for primary school graduates from other provinces and cities in Beijing:

Graduates who have no official residence in Beijing but attend primary schools affiliated to Chaoyang District shall be organized by their schools to fill in the Registration Form for Primary School Graduates with Residence in Other Provinces and Cities in Beijing before April 20, 2007, and register by the following methods:

1. Hold the Identity Certificate of the Former Beijing Rural Youth Children issued by the District Labor and Social Security Bureau and the Approval Letter for the Children of Taiwan compatriots to Attend School issued by the District Education Commission; Letter of introduction of children of postdoctoral researchers issued by the National Postdoctoral Management Committee and their parents' letter of arrival, certificates of dependents and active servicemen issued by the political department at the division (brigade) level, certificate of overseas Chinese coming to Beijing for compulsory education issued by the Overseas Chinese Affairs Office, certificate of children's relationship issued by the township people's government or sub-district office of our city and the registration card of their parents (or parents) in this city. Primary school graduates who hold the Identity Certificate of Employees' Children of China Construction Second Bureau and One Company, and children of all kinds of personnel who hold the valid Beijing Work Residence Permit issued by the government personnel department, all belong to loan students and are regarded as official accounts in Beijing. Relevant certification materials will be submitted to the school before March 16, 2007, and the school will review the relevant materials. Eligible students should fill in the Register of Primary School Graduates in Chaoyang District in 2007 (in duplicate) according to the official household registration in Beijing, and go to the Small Admissions Office of the District Admissions Examination Center for examination and approval before March 16, 2007 (checked with 200 1 at the same time). Students' materials that meet the filing conditions are uniformly pasted on A4 copy paper by the school and kept in the Small Admissions Office of the District Admissions Examination Center. 2. Students who do not belong to Beijing's official household registration and intend to go through the formalities in Chaoyang District Middle School can go through the formalities in accordance with the relevant provisions in the Notice of Beijing Municipal Education Commission on Strengthening the Management of Receiving Borrowing Students in Primary and Secondary Schools (Beijing Education Supervision [2002] No.36) one week before the start of school.

(seven) suggestions for the registration of experimental class students approved by the District Education Commission:

It is planned to register for the primary school graduates of the experimental classes temporarily reserved by the Education Committee of the Economic Zone from Saturday, April 2 1 2007 to Sunday, April 22, 2007 with the 2007 Chaoyang District junior high school admission ticket, and each student is limited to two enrollment schools at a time. And with the registration card, during May 1-2, May 12 (Saturday) to May 13 (Sunday), they will participate in the comprehensive quality assessment according to the time arranged by the enrolled schools in this period. Please refer to the detailed rules for the implementation of enrollment for the specific enrollment plan, enrollment scope and enrollment methods of each experimental class.

(seven) the measures for the registration and admission of students who intend to attend the pilot school for the reform of the school-running system that will not be adjusted in our district for the time being:

Primary school graduates who plan to study in the pilot school for the reform of the school-running system that will not be adjusted for the time being in our district should register at the enrollment school with the 2007 Chaoyang District junior high school admission ticket from Saturday to Sunday, April 2, 2007. And take part in the comprehensive quality assessment at the time arranged by the registered school with the registration card on May 1-2 and May 12 (Saturday) to May 13 (Sunday) respectively. For the specific enrollment plan, enrollment scope and enrollment methods of the pilot schools for school-running system reform, please refer to their enrollment implementation rules.

(8) Measures for the registration and admission of students who intend to study in specialized schools of literature, art, sports and science and technology:

Primary school graduates who plan to attend art, sports and science and technology special schools should register with the 2007 Chaoyang District Junior High School Admission Ticket from Saturday, May 12 to Sunday, May 13. Each student is limited to two schools that recruit special students, on Saturday, May 19,

(9) Measures for the registration of students who intend to attend private schools:

Primary school graduates who are interested in attending private schools should register at the school before June 2, 20071. The enrollment plan, enrollment scope and enrollment methods of private schools can be found in the detailed rules for the implementation of enrollment work.

In a word, junior high school enrollment is a policy work involving thousands of families, and it is also the focus of society and people's attention. Therefore, all relevant departments, middle schools and primary schools should strictly implement the requirements and disciplines of junior high school entrance work, support each other, unite and cooperate to ensure the smooth completion of junior high school entrance work in our district in 2007.
