What are the restrictions on foreign private cars entering Hangzhou?

The restrictions on foreign cars in Hangzhou are as follows:

1. Vehicles from other places are prohibited from passing through all sections in the specified area;

2. In Hangzhou West Lake Scenic Area, all motor vehicles with small license plates are restricted by "single and even numbers" (whether local or foreign).

3. The time limit for foreign cars in Hangzhou is 7:00-9:00 am and 4:30-6:30 pm, and all sections are closed.

No foreign cars are allowed in Hangzhou on weekends and national holidays. In Hangzhou, foreign cars not only have their own "peak-shifting restricted zone", but also include other elevated roads (including ramps, attached bridges and tunnels) around the ring expressway.

Penalties for violating the restrictions on foreign cars in Hangzhou:

1. If a restricted motor vehicle breaks into a road in a "peak-shifting restricted" area where no traffic signs are set during the "peak-shifting restricted" period, it is defined as "the motor vehicle fails to pass in a restricted, no-go area or road section according to regulations", and a fine of 100 yuan is imposed;

If a restricted motor vehicle stops on the road and waits for release during the period near the "peak-shifting restriction", it will be classified as "not stopping temporarily according to regulations, affecting the traffic of other vehicles and pedestrians" and fined by 50 yuan. If the driver leaves the vehicle, he/she will be fined 150 yuan according to the definition of "not parking according to the regulations, which will affect the traffic of other vehicles and pedestrians".

4. If a restricted motor vehicle does not obey the police's request to enter the restricted area and stops on the road to wait for release but does not leave, it shall be characterized as "the motor vehicle driver does not obey the traffic police's command" and fined 100 yuan; Violation of the "peak-shifting limit" regulations will be punished together.

5. If the same vehicle is driving illegally during the "peak-shifting and peak-limiting" period (i.e. morning rush hour or evening rush hour), it will be punished once. For example, you break into the "forbidden zone" in the morning rush hour and are punished. If you still make the same mistake in the evening rush hour, you will have to be punished for the second time.

6. If the restricted vehicles are driving on the "peak-shifting" road and violate the provisions of "No highly polluting vehicles" and "No freight motor vehicles", the three crimes will be punished together and only once.

To sum up, at present, all number-plate passenger cars can travel on the ground roads in Hangzhou without time restrictions, but off-peak travel time expressways (including elevated roads) are still restricted.
