Shanghai, Tianjin, Zhejiang and other places have opened 1 10 SMS alarm service, 44 prefecture-level cities and 15 county-level cities have also opened this service, and some cities are under demonstration construction.

Most of the 1 10 SMS alarm service systems that have been opened in various places accept calls for help from people with hearing and language disabilities, as well as reports and help from people who can't use voice alarm because of illegal acts endangering personal and property safety in the current specific environment. In some places 1 10 SMS alarm service system accepts false information fraud SMS alarm. These SMS alarm service systems and platforms are set up in the 1 10 alarm service desks of local public security command centers.

The Ministry of Public Security requires the public security organs that have opened SMS alarm to consult the local telecom management department and adjust the original SMS alarm number to "12110"; Public security organs that have not carried out this work should also use the number "12 1 10" when opening SMS alarm service. From June 23rd, 2009, the access number of SMS alarm in Zhejiang Province was adjusted to 12 1 10. From now on, all mobile, Unicom, PHS and C-net users (mobile phone users in 133, 153 and 189) in our province only need to send short messages to the last three digits of the telephone area code (121/kloc-).

Zhejiang Province is one of the provinces that opened 1 10 SMS alarm earlier in China. On July 8, 2007/KLOC-0, the province opened a short message alarm telephone 1 165438. Due to the restriction of approval authority, the access number is 10639 1. In the past two years, 1 10 SMS alarm has provided great convenience for people with hearing and language disabilities and other people who are inconvenient to call the police in time. Typical cases, such as "the hostess's short message alarm outwitted the burglar" and "two girls in Jinhua, Zhejiang Province were rescued by short message alarm", are not uncommon, and are called "sharp tools to fight crime and protect themselves". At the end of 2008, the Ministry of Public Security issued a notice requesting "12 1 10" to be put into use as a unified public service SMS alarm number for public security organs throughout the country. Provincial Public Security Department actively strengthens communication and cooperation with provincial mobile, provincial Unicom and provincial telecom companies, and actively carries out corresponding technical debugging. So far, it has been put into use. In order to ensure that the public alarm information is not omitted, a buffer period is set for this number adjustment, that is, the original access number 10639 1 10 can continue to be used until the end of the year. During this period, the alarm messages sent by the masses to the last three digits of the telephone area code 10639 1 1 can still be received and processed in time. In order to ensure the timely and efficient handling of emergency alarm messages, it is suggested that citizens can send a message to the National Network Bad and Spam Reporting Acceptance Center when they receive spam messages that are not under the jurisdiction of public security organs. The format of the message is to edit and send the mobile phone number of the spam message * the content of the message, and send it to 1232 1.
