According to People's Republic of China (PRC) Teachers Law, Regulations on Teachers' Qualification, Regulations on Teachers in Guizhou Province, Detailed Rules for Implementing the Teacher Qualification System for the Society in Guizhou Province (Trial), Notice of the Teacher Qualification Accreditation Guidance Center of the Ministry of Education on Doing a Good Job in the Implementation of the Teacher Qualification System in 2020 (J.Z.Zi. [2020] 1No.) and other laws, regulations and documents, combined with the actual situation in Qianxi,

First, the scope of appraisal

China citizens who have not reached the national statutory retirement age and meet one of the following conditions belong to those who can apply for the qualifications of teachers in kindergartens, primary schools, junior middle schools, senior middle schools and secondary vocational schools in Southwest Guizhou:

(1) Social personnel with household registration in Southwest Guizhou;

(2) Social personnel who hold a residence permit in Southwest Guizhou and are within the validity period;

(3) In 2020, full-time college graduates in Southwest Guizhou, students studying in colleges and universities (undergraduate graduates are required to apply for high school teacher qualifications), and graduate students (graduate students are required to apply for relevant teacher qualifications with undergraduate diplomas, and graduate students are required to apply for postgraduate degrees);

(4) Hong Kong, Macao and Taiwan residents who hold residence permits for Hong Kong, Macao and Taiwan residents may apply for recognition at their places of residence; Holders of Hong Kong and Macao residents' passes to and from the mainland and mainland travel permit for taiwan residents with a validity period of 5 years may apply for recognition at the place where the examination is held;

(5) Soldiers and armed police stationed in Southwest Guizhou.

Ii. authorized institutions and authorities

According to the Regulations on Teachers' Qualification, the county (city) level education administrative department in Southwest Guizhou is the accreditation institution for kindergarten, primary school and junior high school teachers. The national education administrative department is the accreditation body for the qualifications of teachers in secondary vocational schools, internship instructors in secondary vocational schools and senior middle school teachers.

Third, the identification conditions

Those who apply for the accreditation of teachers' qualifications shall meet the accreditation conditions stipulated in the Regulations on Teachers' Qualifications and have not reached the national statutory retirement age.

(A) ideological and moral status

Support the leadership of China * * * production party, love the socialist motherland, adhere to the party's basic line, have good political and moral quality, consciously abide by the Constitution and laws, love education, fulfill the obligations stipulated in the Teachers Law of People's Republic of China (PRC), and abide by teachers' professional ethics.

(2) Education

1. To apply for kindergarten teacher qualification, you must have graduated from kindergarten normal school or above.

2. To apply for the qualification of a primary school teacher, you must have graduated from a secondary normal school or above.

3. To apply for junior high school teacher qualification, you must have a higher normal college or other college degree or above.

4. To apply for the qualification of a senior middle school teacher, you must have a bachelor's degree or above from a normal university or other university.

5. To apply for the qualifications of teachers in secondary vocational schools (including the qualifications of teachers in secondary vocational schools, technical schools, vocational high schools for cultural courses and professional courses), you must have a bachelor's degree or above in normal universities or other universities.

6. To apply for the qualification of an internship instructor in a secondary vocational school (including the qualification of an internship instructor in a secondary vocational school, a technical school or a vocational high school), one should have a secondary vocational school diploma or above, and have a professional and technical position equivalent to an assistant engineer or above or a technical level of intermediate workers or above.

The above qualifications are all national education sequence qualifications recognized by the Ministry of Education (including self-study, amateur universities, night universities and adult universities including full-time >; , online school correspondence >, etc. ) and Hong Kong, Macao and Taiwan education recognized by relevant state departments and foreign equivalent education.

(3) Conditions for passing the national examination

Pass the national primary and secondary school teacher qualification examination, pass the written examination and interview, and obtain the qualification certificate of primary and secondary school teacher qualification examination (which can be found on the primary and secondary school teacher qualification examination network), and within the validity period, the "teaching subjects" entered for the examination are consistent with the interview subjects. Applicants who enrolled before 20 14 10 10 (excluding 2014 10/0, the admission time is subject to the admission time on the diploma),

(4) Physical condition

Have good physical and psychological qualities, no infectious diseases, no history of mental illness, and can meet the needs of education and teaching. According to the Notice of the Guidance Center for Teacher Qualification Certification of the Ministry of Education on Adjusting the Physical Examination Standards for Applicants for Kindergarten Teacher Qualification (J.Z.Zi. [20 10] 15) and the Notice of the Health Department of Ministry of Human Resources and Social Security Education Department on Further Standardizing the Physical Examination Project for Enrollment and Employment and Safeguarding the Enrollment and Employment Rights of HBsAg Carriers (Ministry of Human Resources and Social Security Fa 12).

(5) Putonghua level

The level of Putonghua should reach the second level or above in the Standard of Putonghua Proficiency Test issued by the State Language Committee.

According to the Regulations on Teachers' Qualifications, those who practise fraud and defraud teachers' qualifications shall be revoked by the education administrative department of the people's government at or above the county level, and they shall not re-apply for teachers' qualifications within five years from the date of revocation, and their teacher qualification certificates shall be confiscated by the education administrative department of the people's government at or above the county level. Those who have been deprived of political rights or have received criminal punishment of fixed-term imprisonment or above for intentional crimes cannot apply for teacher qualification.

Four. Identification process and timetable

(1) Online Registration

In the first half of 2020, the working hours of primary and secondary school teachers' qualification certificates in Southwest Guizhou are from 7: 00 on June 17 to 24:00 on August 10, and the online registration time for applicants is from 7: 00 on June 17 to 24:00 on June 30. The same applicant can only apply for one teacher qualification at a time, and cannot apply for a second teacher qualification certificate in the same year.

(2) On-site confirmation

On-site confirmation time: July1-July 25th.

Applicants should choose the domicile and residence (local residence permit is required and within the validity period) and the county (city) education bureau where the military station is located (active servicemen and armed police only) for on-site confirmation. Xingyi normal university for nationalities fresh graduates please choose our school for on-site confirmation. Personnel from schools directly under the state apply for the qualifications of internship instructors in senior middle schools, secondary vocational schools and secondary vocational schools. Please choose Xingyi Education Bureau for on-site confirmation.

As there is no authority to identify teachers' qualifications in Yilong New District, in-service teachers and social workers in Yilong New District apply for the identification of teachers' qualifications according to the principle of territorial management, and the on-site confirmation and identification work is still carried out by the original territorial county (city) education bureau.

If the fresh graduates can't complete the teacher qualification recognition in their places of study before graduation, they can apply for the teacher qualification recognition in their residence or residence with residence permit within the specified time after obtaining the graduation certificate.

After completing the online registration, the applicant should hold the relevant certification materials for on-site confirmation at the time and place designated by the selected teacher qualification accreditation institution.

On-site confirmation applicants need to bring the following materials:

1. Identification

(1) If a mainland resident applies for recognition at the place where the household registration is located, provide the original ID card and the original household registration book or the proof of the collective household registration book;

(2) Hong Kong, Macao and Taiwan personnel holding residence permits for Hong Kong, Macao and Taiwan residents can apply for recognition at their place of residence, and those holding passes for Hong Kong and Macao residents to and from the mainland or mainland travel permit for taiwan residents with a validity period of 5 years can apply for recognition at the examination place;

(3) If the fresh graduates have obtained the academic certificate, they are allowed to use the academic certificate instead of the student ID card to prove the identity of the fresh graduates at the school location.

2. Proof of academic qualifications. Original academic certificate; Applicants holding academic degree certificates of institutions of higher learning in Hong Kong, Macao and Taiwan shall provide the original certificate of academic degree certification issued by the Study Abroad Service Center of the Ministry of Education; Applicants who hold academic degree certificates of foreign institutions of higher learning are required to provide the original certificate of foreign academic degree certification issued by the study abroad service center of the Ministry of Education. Applicants who have passed the system verification when registering in "China Teacher Qualification Network" may not submit academic credentials.

3. The original certificate of Putonghua proficiency test level. If the applicant's Putonghua proficiency test information has been verified at the time of registration in "China Teacher Qualification Network", it is unnecessary to provide the original Putonghua certificate.

4. Physical examination certificate

The original physical examination certificate issued by the applicant in the public hospital at or above the county level designated by the teacher qualification accreditation institution, and the conclusion on the physical examination form should be clearly filled in as "qualified" or "unqualified" (the validity period of the physical examination conclusion is less than half a year), and stamped with the official seal of the physical examination hospital.

5. Proof of no criminal record

(1) Mainland applicants do not need to submit personal proof of no criminal record. The certificate that the applicant has no criminal record is issued by the teacher qualification accreditation institution in accordance with the requirements of the provincial procuratorate, the provincial court, the provincial education department, the provincial public security department and other departments 12, and the Opinions on Establishing a Work Restriction System for Criminals in Close Contact with Minors (No.438+09 [2065] of Guizhou Procuratorate Association) is uniformly reviewed by the public security organs and relevant certificates are issued.

(2) Hong Kong, Macao and Taiwan residents applying for the qualification of primary and secondary school teachers need to provide proof of no criminal record. The certificate of no criminal record shall be issued by the relevant departments of Hong Kong Special Administrative Region, Macao Special Administrative Region and Taiwan Province Province. Among them, Hong Kong and Macao residents who need the assistance of the education administrative department to provide proof of no criminal record shall be issued by the Guizhou Provincial Teacher Qualification Guidance Center.

6. Recent 1 inch color bareheaded photos with white background (the upload format is JPG/JPEG format, which is not more than 200K, which is consistent with the photos uploaded by the system). 7. To apply for the qualification of internship instructor in secondary vocational schools, in addition to providing the above information, the original professional and technical post certificate or worker's technical grade certificate shall also be provided.

(three) to obtain a teacher qualification certificate

After the on-site confirmation is completed, all accreditation bodies make accreditation conclusions according to the audit situation, and make teacher qualification certificates for applicants who meet the accreditation conditions. The applicant shall, with his/her ID card, go to the institution that accepts the accreditation to receive the teacher qualification certificate and the application form for teacher qualification accreditation (the application form for teacher qualification accreditation shall be submitted by the applicant to the administrative department where my personnel file is located, and shall be included in my personnel file at your own risk). The time and place to receive the teacher qualification certificate and the teacher qualification application form shall be subject to the notice of the accreditation body. Please pay attention to the notice or telephone consultation issued by the authorized institution in time.

Five, epidemic prevention and control requirements

Teachers' qualification accreditation bodies at all levels should take effective measures according to the relevant work arrangements of the province and state, combined with the situation and requirements of local epidemic prevention and control, and make overall plans for teacher qualification accreditation; Each applicant shall, in accordance with the requirements of the accreditation body, cooperate with the prevention and control of epidemic situation and the accreditation of teachers' qualifications.

Matters needing attention about intransitive verbs

(a) the applicant shall personally make online registration and on-site audit confirmation, and be responsible for the accuracy and authenticity of the personal information and on-site audit materials provided. If the information is untrue, inaccurate or irregular, or if the information is not filled in, materials are submitted or on-site confirmation is not made within the prescribed time limit, the applicant shall bear the responsibility. (2) The "Teacher Qualification Management Information System" automatically verifies the applicant's identity, education background, Putonghua, primary and secondary school teacher qualification examination results and other information, and the applicant can only pass the verification of the above information by filling in real personal information. No school or any institution is allowed to register for the exam. If my application for teacher qualification is affected by others' substitution for registration, the responsibility shall be borne by the applicant himself.

(3) The photos uploaded by the applicants during online registration should be my bareheaded front photos in recent 6 months, which should be consistent with the photos submitted during physical examination and on-site audit. If the unqualified photos affect my application for teacher qualification certificate, the responsibility shall be borne by the applicant himself.

(4) The applicant shall truthfully submit relevant materials, and be responsible for the accuracy and authenticity of the personal information and on-site audit materials provided; Those who deliberately resort to deceit and cheat teachers' qualifications will be punished according to the relevant provisions of the state.
