Article 2 These Measures shall apply to the application, examination, issuance, supervision and management of the living allowance for newly introduced talents in the administrative area of this Municipality.
The term "newly introduced talents" as mentioned in these Measures refers to the fresh graduates, returned overseas students and on-the-job talents introduced for the first time after March 23, 2006 by the municipal human resources security department and the district human resources department (including the New District and Qianhai Modern Service Industry Cooperation Zone, hereinafter referred to as the "human resources department").
This method does not apply to those who have gone through the formalities of talent introduction before March 22nd, 20 16 (referring to the documents of approval for introduction) and who have gone through the formalities of introduction again after March 23rd (except those who need to receive fresh graduates and introduce returned overseas students due to academic upgrading).
The introduction time of newly introduced talents shall be based on the issuance time of the first introduction review document (except for academic upgrading).
Article 3 Newly introduced talents applying for rent and living allowance shall meet the following conditions:
