Xu Shexin, former vice chairman of CPPCC in Bengbu City, Anhui Province and former county party secretary of Wuhe County, was sentenced to 14 years and three months' imprisonment by the Intermediate People's Court of Suzhou City, Anhui Province for accepting bribes and having huge amounts of property of unknown origin, and his personal property was confiscated by RMB300,000. Criminal proceeds of RMB 3,053,500, USD 13789, Euro 500 yuan, HK$ 5,000, shopping cards with a value of RMB 55,000 and other illicit money were recovered and turned over to the state treasury.

It has been more than a month since the verdict of the first instance, but the reporter of Legal Daily read Xu Shexin's long verdict and felt that Xu Shexin had his own personality and legend besides the "* * *" of most corrupt officials-he sold the official hats of almost all towns and villages in Wuhe County, and even used county TV stations to make high-profile rumors after being reported.

Under the background that the central government recently issued a document requiring cadres at or above the deputy division level to declare their property every year, a corruption sample like Xu Shexin may explain the necessity and arduousness of the declaration system.

Successfully played the role of "official hat salesman"

Among Xu Shexin's many "deeds", selling "official hat" became the biggest "achievement" during his administration of Wuhe County.

In 74 cases in which Xu Shexin was found to have taken bribes, from ordinary cadres to deputy directors of county people's congresses, all of them were listed in a long list of bribing Xu Shexin. The court found that from February 2002 to March 2008, when Xu Shexin was deputy director of Bengbu Economic and Trade Commission, deputy secretary of Wuhe County Committee, deputy county magistrate, acting county magistrate, county magistrate and secretary of Wuhe County Committee, he used his position to seek benefits for relevant units or individuals and illegally accepted bribes from 82 people. In these bribes, Xu Shexin basically achieved both buying and selling: collecting money and giving people an "official hat."

Before the National Day in 2005 and the Spring Festival in 2008, Zhu Shilu, former member of the Standing Committee of Wuhe County Committee and vice chairman of CPPCC, thanked Xu Shexin for his care. Afterwards, he gave Xu Shexin RMB 6,543,802 and a bank card with RMB 6,543,800, and Xu Shexin returned the bank card with RMB 6,543,800. The important field of Xu She's new buying and selling of "official hats" is the heads of important departments in townships and counties. The court found that from July 2003 to June 5438+00, 2006, Yang accepted Xu Shexin's care and gave Xu Shexin RMB 65 10 yuan in his office or home in matters such as bankruptcy liquidation of Tianjin Brewery, land acquisition for expansion of Anhui Brewery Company, and settlement of purchase of Tianjin Brewery between Anhui Brewery Company and county government.

To this end, Xu Shexin helped Yang in the above matters: during the restructuring of Tianjing Winery, he greeted the court and demanded that the bankruptcy procedure be terminated as soon as possible; Help 60 acres of land. Among them, in June 2005, Anhui Beer Company acquired the assets mortgaged by Tianjing Factory to financial institutions at an auction price of 20.3 million yuan. However, Xu Shexin agreed with Yang's request to reward the intangible assets of patio beer trademark rights worth more than 460,000 yuan to Anhui Beer Company, and return the rental fee of 800,000 yuan paid by Anhui Beer Company to Wuhe County Government during bankruptcy liquidation, and put it in place soon.

Xu Shexin is "enthusiastic" about doing things for the enterprise, which has a high-sounding reason, that is, supporting the development of the enterprise and helping it become bigger and stronger. For example, Xu Shexin accepted the purchase price of 186299 yuan from Li Haiming, director of Wuhua Yuhuan Real Estate Development Company, and the decoration materials with a value of 35000 yuan. Li bribed him in order to get Xu Shexin's support for developing the central area of the old town in Wuhe County. After accepting 90,000 yuan from the general manager of Anhui Dingheng Real Estate Co., Ltd., Xu Shexin greeted the then director of Wuhe County Bureau of Land and Resources on Wu's postponement of the auction of land transfer fees, and then the company postponed the auction of the remaining land transfer fees.

Among the many facts identified by the court that Xu Shexin took bribes, there are also more than a dozen enterprises and self-employed. Moreover, the more enterprises benefit from the exchange price, the greater the new "return" Xu She gets.

Teachers who reported corruption by SMS were detained.

When it comes to Xu Shexin's case, we can't help but mention the "five-and-teacher SMS case" that has been raging.

Four years ago, Dong Guoping, a teacher in Wuhe County, was accused of libel for sending a short message containing Xu Shexin's bribery. Detention 10 day, fined 500 yuan. Wuhe county TV station even made an official rumor. It is also the first time that Xu Shexin has been focused by the media.

On April 28th of the same year, Zhang Xiang, the acting principal of Wuhe No.1 Middle School supported by Xu She, reported to the County Public Security Bureau that in recent days, the faculty and staff of the school and many cadres at or above the deputy department level in the county received the above-mentioned short messages, which damaged their personality and reputation, disturbed the teaching order of the school, and asked the public security organs to file a case for investigation. Later, Xu Shexin reported himself that someone had slandered him by SMS. On August 25th of that year, Wuhe County Public Security Bureau, under the pressure of the county party secretary, made an administrative punishment decision to detain Li Maoyu and Dong Guoping in Wuhe County No.1 Middle School for 10 days and fine 500 yuan.

However, it turns out that Xu Shexin did accept a total of RMB 40,000 from the principal and vice-principal of Wuhe No.1 Middle School, Wang Ruhong and Party branch secretary Zhang. It was found by the court that before the Spring Festival in 2006, Zhang and Wang Ruhong received Xu Shexin's support in matters such as job promotion and Wuhe No.1 Middle School's application for a provincial model high school. They gave Xu Shexin 20,000 yuan from the financial resources of the school. In August 2006, Zhang was appointed secretary of the Party branch of Wuhe No.1 Middle School. In June 2006, Wang Ruhong was appointed as the vice president of Wuhe No.1 Middle School. Before the Spring Festival in 2007, Gao Minghui took care of and thanked Xu Shexin for his promotion in the process of coordinating the construction of the new campus of Wuhe No.1 Middle School. Wang Ruhong paid RMB 1 10,000 yuan to Xu Shexin from the school finance; Before the Spring Festival in 2008, Gao Minghui gave Xu She a new RMB 1 1,000. In addition, Wu Feng, the principal of Wuhe No.1 Middle School, got Xu Shexin's support on the compensation and resettlement of the school glass factory, and also gave Xu Shexin 500 yuan.

Case meaning

It can be seen from the case of Xu Shexin and other county party secretaries falling off their horses that excessive power and lack of effective supervision are the main reasons for their corruption. When they play politics, they often mobilize various departments to serve their own interests in the name of developing local economy, especially in important projects, key projects, the use of major funds, enterprise restructuring, the settlement of contradictions and disputes, and the reduction and exemption of related expenses.
