Notice of Hengyang Municipality on Strengthening the Standardized Management of Electric Vehicles

In order to further strengthen the management of traffic order in Hengyang City, prevent and reduce road traffic accidents, and protect people's lives and property, according to the Law of the People's Republic of China on Road Traffic Safety, the Law of People's Republic of China (PRC) on Product Quality, the Law of People's Republic of China (PRC) on the Protection of Consumers' Rights and Interests, the Measures of Hunan Province for Implementing the Law of the People's Republic of China on Road Traffic Safety, and the Administrative Measures of Hunan Province on Electric Bicycles, the relevant matters concerning strengthening the standardized management of electric vehicles are hereby notified as follows:

1. The electric vehicles mentioned in this notice refer to two-wheelers, tricycles and four-wheelers that are not listed in the Announcement of Road Motor Vehicle Manufacturers and Products of the Ministry of Industry and Information Technology and are driven by electric devices and do not meet the road driving conditions stipulated by laws and regulations; Roads refer to highways, urban roads and places where social motor vehicles are allowed to pass, including squares, public parking lots and other places for the public to pass.

Second, enterprises and individuals are prohibited from producing and selling electric tricycles and four-wheeled vehicles that do not meet laws and regulations, national standards and industry standards. Violators shall be investigated and dealt with by the market supervision and management department according to the Product Quality Law of People's Republic of China (PRC) and the Consumer Protection Law of People's Republic of China (PRC).

3. It is forbidden to drive three-wheeled and four-wheeled electric vehicles that are not listed in the Announcement of Road Motor Vehicle Manufacturers and Products of the Ministry of Industry and Information Technology and have not gone through the vehicle registration procedures, as well as electric vehicles with umbrellas that affect safety. Offenders will be investigated and dealt with by the traffic management department of the public security organ according to the Road Traffic Safety Law of the People's Republic of China, the Measures for Implementing the Road Traffic Safety Law of the People's Republic of China in Hunan Province and the Measures for the Administration of Electric Bicycles in Hunan Province.

Four, it is strictly prohibited to engage in illegal operation of electric tricycles and four-wheelers, and offenders shall be persuaded and educated by the traffic police department of the public security department in conjunction with the transportation department.

5. Article 21 of the Measures for the Administration of Electric Bicycles in Hunan Province applies to electric vehicles with temporary license plates, with a transition period of three years. After three years from the date of implementation of these measures, the temporary license plate shall be invalid and shall not be driven on the road.

Six, for refusing to implement this circular, hinder the public security, transportation, market supervision and management and other administrative staff to perform their duties according to law or take the opportunity to gather people to make trouble, disturb public order and other illegal acts, by the public security organs in accordance with the "People's Republic of China (PRC) * * * and public security management punishment law"; If a crime is constituted, criminal responsibility shall be investigated according to law.
