First, the inland river ordinary crew who do not participate in navigation and engine duty apply for the relevant crew competency certificate for the first time.

1, the following conditions should be met:

(a) At least 18 years old (at least 16 years old for internship and training on board), and at least 60 years old when applying for the first time;

(2) meeting the health requirements of the crew position;

(3) Having received basic safety training for seafarers.

2, online application operation process:

(1) First, complete the crew information collection at the nearest maritime bureau (office), and automatically open an account after completing the information collection and fingerprint collection. The user name and password will be sent to the mobile phone number left at the time of information collection.

Materials to be prepared before collection:

_ B. Electronic photos.

(2) Go directly to the website of China Maritime Integrated Service Platform through Internet Explorer (suggested IE 10 or IE 1 1), Google and other mainstream browsers. After logging in successfully, click "Crew Management"-"Crew Electronic Declaration System" to enter the system. (as shown in the figure below)

(3) Read the personal account management agreement of the crew declaration system of China Maritime Safety Administration's comprehensive service platform, and click "Agree" to enter the operation interface.

(4) Click "I want to apply"-"I want to apply for the relevant crew competency certificate"

(5) Click "Add Application" to enter the application interface and fill in the application information. Items marked with a red "*" are required, please fill in accurately as required. After scanning or taking photos, click "Upload Attachment" to upload.

(6) "Accept Maritime Agency" needs to be selected from the drop-down box, please select it accurately, otherwise the maritime agency will not be able to accept the application information.

The way of obtaining evidence can be "self-collection" or "mailing". Applicants are free to choose according to their own needs. If you need to mail, please click "Mail"-"I want to add a mailing address" to enter the "Mailing Address Management" interface, fill in the detailed mailing address and save it.

(7) Click "Save"-"Declare" after completing the application information. Check the information and check the statement that you are responsible for the authenticity of the above information. If it is false, I am willing to bear the corresponding responsibility ",just click" paperless declaration ".

(8) After successful application, you can check the application information and processing progress in the interface of "Certificate Application"-"I want to apply for relevant seafarers' certificates of competency".

(9) After the successful application for the Certificate of Crew Competency, the maritime administrative agency will issue a seaman's service book and handle the registration of seamen.

Second, ordinary inland river crew members who already hold the Crew Service Book but do not participate in navigation and engine duty can also apply for the relevant crew competency certificate according to the above procedures, but the difference is that the application form is "reissued" and there is no need to upload a physical examination form.

III. Renewal and replacement of the crew service book.

(3) Click "Add Application" to enter the application interface and fill in the application information. Items marked with a red "*" are required, please fill in accurately as required.

(4) Click Save-Submit to enter the information checking interface. Check the information and check the statement that you are responsible for the authenticity of the above information. If it is not true, you are willing to bear the corresponding responsibility. Click "Confirm Submit".
