The latest notice and announcement on the temporary epidemic control area in Xiangfang District, Harbin

Recently, the epidemic situation in Xiangfang District has shown a multi-point distribution trend, with multiple positive cases appearing in succession. In order to protect the health and life safety of the residents and effectively block the transmission of the virus, after comprehensive analysis and judgment by the expert group, the Xiangfang District Epidemic Prevention and Control Headquarters decided to implement temporary control measures in the following areas starting from 12:00 on November 24. The relevant matters are now notified as follows:

1. Scope of control

Xiangmu Community; Ruicheng Community; Yuanchuangyuefu Community; Tiedong Street, Huzhu Street, Xinyigou, Gongbin Road enclosed area.

2. Management and control requirements

1. The enclosed area shall be temporarily closed for management. Residents, except those working in epidemic prevention and control, emergency response, and supply guarantee industries, should stay at home during the temporary control period and should not leave the control area unless necessary. Online shopping is encouraged. Each household can arrange for one person to go out to buy or collect daily necessities in the control area for two days. The time should not exceed 2 hours. Wear a mask at all times, and gatherings are strictly prohibited at two points and one line. In principle, personnel from government agencies, enterprises and institutions in the region should work from home.

2. All people in the area will be assigned a yellow code and will not leave the area unless necessary. Residents who temporarily leave the area for medical treatment and other special reasons should report to their community in advance, take personal protection, and do not take public transportation. Tools need to be returned as soon as possible.

3. Residents in the area need to actively cooperate with nucleic acid testing, take personal protection, and go to designated locations for nucleic acid sampling, which can be taken back immediately.

4. Do a good job in self-health monitoring. If symptoms such as fever, dry cough, fatigue, sore throat, loss of sense of smell, diarrhea and other symptoms occur, they will be transported to the fever clinic for medical screening by a community car.

5. Actively pay attention to the information about key epidemic-related places pushed by the community. If you have been to an epidemic-related place, you must report it to your community as soon as possible.

6. Except for supermarkets, pharmacies, medical institutions and other places in the area, all other commercial places and night markets will be closed.

7. Employees in takeout, express delivery and other industries must take effective protective measures and implement contactless delivery.

8. Strict traffic control is implemented on all traffic roads in the area. Public vehicles are prohibited from entering. Buses, taxis, subways and other public transportation vehicles that stop in the area need to detour or stop. Epidemic prevention and control staff and service support vehicles may enter and exit only after being approved by the district epidemic prevention and control headquarters.

9. The designated high-risk areas in the region shall be implemented in accordance with relevant control policies. The majority of residents must firmly establish the concept that "everyone is the first person responsible for their own health", consciously cooperate with control measures, control the risk of epidemic spread as soon as possible, and strive to achieve quick closure and quick release. We must always maintain a positive and optimistic attitude, continue to maintain a high-spirited fighting attitude, work hand in hand with us to overcome the difficulties, and work together to win the battle to prevent and control the epidemic and annihilate it.
