Is sending a message to PHS a monthly SMS in M-Zone?

Don't jump to conclusions upstairs. Different regions are different.

For example, China Mobile Unicom PHS is included in the monthly package of Shanghai Mobile.

Jiangsu Mobile only includes Unicom, not PHS.

Zhejiang Mobile only covers the network, excluding China Unicom PHS.
